Project Overview

Pathfinder is seeking a State Service Delivery and Quality Improvement (QI) Manager candidate for the DFID – Nigerian Maternal, Newborn, and Child Health (MNCH2) Programme. The objective of the programme is to achieve effective and efficient delivery of essential health care for pregnant women, newborns and children, alongside routine immunization. The programme will strengthen health system coordination through improved health sector planning and financing, and will increase demand for and access to high quality health services. The programme will work with Federal, State and Local Governments to build capacity within the public health system to enable sustainability beyond the immediate lifetime of the programme. Sustainable solutions should be sought for every output and outcome of this program intervention.

Position Purpose

The State Service Delivery and QI Manager provides technical leadership to Pathfinder's Nigeria MNCH2 service delivery team in State, improving scale-up/delivery of clinical activities and targeting the most at-risk populations. S/he works closely with NGOs and CBOs, government officials, and the community. S/he supervises the service delivery team in State, and liaises with outreach programs teams to ensure linkages of clinical and community services. The State Service Delivery and QI Manager is responsible for developing a strategy for QI, for implementing the strategy in State, and for monitoring its effectiveness under the Nigeria MNCH2 programme. S/he leads QI efforts at the State level in developing and implementing plans for assessing quality of care and capacity building needs for the Pathfinder Nigeria MNCH2 team's quality improvement activities.

Key Responsibilities

  • Leads the development and implementation of strategies for improving the access of communities to clinical services and information.
  • Prepares work plans, training programs and budget and quarterly reports.
  • Provides technical guidance for planning, implementing, monitoring and evaluating program activities for the accomplishment of project objectives.
  • Assists the Director of Service Delivery overseeing the development, successful implementation, and monitoring of project's QI strategies.
  • Assists in the development of the project's QI annual work plan and budget.
  • Develops and maintains a cohesive and effective service delivery team.
  • Liaises with the outreach programs teams to ensure linkages of clinical and community services
  • Monitors progress to ensure that goals and objectives are achieved.
  • Initiates and nurtures partnerships with new and existing stakeholders/partners.
  • Manages close collaborative relationships with relevant government ministries, particularly at theState level.

Basic Requirements

  • Medical Degree (doctor or nursing) or Master's degree in Public Health.
  • Minimum of 4 years of relevant professional experience in service delivery project implementation, and Monitoring and Evaluation.
  • At least 3 years of experience in designing QI plans and implementing process for health programs.
  • In depth knowledge of health program strategies and indicators.
  • Knowledge of Nigeria health system and indicators.
  • Team-focused with the ability to facilitate strong working relationships between partners, NGOs and CBOs, government officials, and the community.
  • Strong organizational and administrative skills.
  • Excellent verbal, written, and interpersonal communication skills, including report writing and workshop facilitation.

Position Purpose

The State Team Leader represents Pathfinder in State in all matters related to the Project and to Pathfinder's agreement with DFID. The State Team Leader promotes, articulates and ensures a common program vision and strategy amongst the IPs and local organizations. S/he is responsible for supervision, oversight of the work of the other team members, liaison with DFID in the State and the, State, and Local Governments of Nigeria, and coordination with other donors operating in State; s/he facilitates cost-effective and efficient use of resources and technical expertise. S/he will supervise the State team and will have primary responsibility for ensuring that all DFID project implementation regulations are properly followed through the life of the agreement.

Key Responsibilities

  • Serves as Pathfinder's State representative in all matters related to the agreement with DFID and with all other concerned parties.
  • Provides leadership and guidance to the project's team of resident advisors and short-term consultants to support their technical assistance role and maximize the quality and effectiveness of their in-State assistance
  • Works closely with the Deputy National Program Manager to direct and supervise state facilitators and manage subagreements on behalf of Pathfinder to insure the fulfillment of the Project's technical tasks and objectives.
  • Works closely with the Deputy National Program Manager to provide overall direction to the project technical assistance initiatives
  • Prepares and presents in a timely fashion all project documents, including annual workplans, progress and financial reports, and special reports.
  • Coordinates all activities with theState and Local Government of Nigeria, and state counterparts, and regularly shares successful interventions and best practices with other projectstates.
  • Monitors the state-level accomplishments, including achievement of milestones and status of output indicators and through regular field visits, and takes corrective actions when necessary to keep the project on course to achieve its objectives.
  • Manages the in-State interaction between the project and DFID in a timely and effective manner.
  • Maintains regular contact with the relevant officers at Pathfinder International's Country Office in Nigeria with regard to backstopping of project activities in the State.

Basic Requirements

  • A master's degree or higher in international relations, management, or public health with at least ten years' experience in the management and implementation of large-scale development programs overseas.
  • Experience in management and executive functions, with at least five years in a senior level leadership position.
  • Demonstrated ability to transfer skills and knowledge; to manage a large, complex program competently and successfully; and to lead work teams.
  • Knowledge of international donor policies, rules, and regulations. DFID preferred.
  • Experience in serving in an advisory capacity to host government institutions, working with national counterparts, and interacting effectively with high level officials to get the job done.
  • Demonstrated technical skills in design, implementation, and evaluation of major development programs.
  • Experience in health and family planning programs.
  • Skills in leadership and executive management, including skills in organizational development, team building, conflict management and negotiation, and strategy development and planning.
  • Ability to lead by example in working with modern information technology effectively for improved communication, problem solving, increased efficiency, and quality.
  • Fluency in English required.
  • Ability and willingness to travel In-county.

Position Purpose

The FP/RH Advisor contributes to the global effort of Pathfinder International to improve the health and well-being of women, newborns and children through the promotion of healthy behaviors, increasing access to FP and RH services, and fostering more gender equitable and RH supportive community norms. The FP/RH advisor will support the high-quality technical implementation of Pathfinder's project.

Key Responsibilities

  • Provide technical assistance to Federal, State and Local Governments to develop and roll-out a national FP and RH Strategy and Guidelines.
  • Support Federal, State and Local Governments to develop/finalize national training curricula for FP and RH services, including adding content related to married adolescents, and coordinate national training of trainers.
  • Provide technical assistance to Federal Ministry of Health in Nigeria to tailor national and community health worker strategies to reach young married women and their partners with FP and RH information and services.
  • Facilitate training of community-based distribution agents in healthy timing and spacing of pregnancy and effective communication and counselling around contraception and fertility for young women and their partners.
  • Support facility refurbishment, commodity procurement and supply chain management.
  • Develop guide for engaging male partners of young women via small groups and household visits using existing Pathfinder resources and other partner resources.
  • Provide technical support to local partners to tailor community outreach strategies to address community norms around FP, RH, gender, and fertility.
  • Monitor implementation of activities and data collection by local partners and provide supportive supervision to improve quality of program activities.
  • Maintain communication with Pathfinder Headquarter technical advisors to build skills in FP and RH, discuss and address challenges, and ensure that Pathfinder resources and approaches are being applied throughout the project.
  • Represent Pathfinder International in technical working groups, meetings, and other forums.
  • Participate in project quarterly and annual review meetings as well as report writing.

Basic Requirements

  • Master's degree in health, population, demography, social sciences or related field is preferred.
  • Minimum of 5 years' experience in implementation of FP and RH programs tailored to women, newborns and children.
  • Technical knowledge of contraception and gender and other FP and RH issues facing young people, and particularly young married women and first time parents, in Nigeria.
  • Proven ability to provide technical assistance and support to Federal, State and Local Governments and local partners in the areas of FP and RH.
