Team Leader – Rule of Law Programme, Africa

 

Programme Overview

The overall goal of this programme is to secure and strengthen peace, development, rights protection and responsible government in Africa.  The programme focuses on improving access and service delivery of security and justice services, engaging with both the formal and customary justice systems, and strengthening accountability and oversight.

 

Objectives of the role

The Team Leader (TL), based in country, is responsible for the strategic vision, overall delivery, and results of the programme. The TL holds technical and programme management responsibility, serves as primary liaison between government stakeholders, the donor and DAI. They will be responsible for ensuring that the programme is in alignment with the government strategy, and that it supports the overall objectives for justice and rule of law sector reform. The TL will oversee all Monitoring and Evaluation of the programme, and will work to ensure that programme activities lead to measurable results. The TL is also the Lead Justice Sector Reform Expert for the programme, who will provide technical direction and oversight to all interventions, including specific responsibility for strategy, development, and implementation.

Duties and Responsibilities

  • Provide technical and strategic direction to the programme and programme team
  • Serve as principal liaison and manage working relationships with the donor and government counterparts
  • Provide senior level leadership in order to motivate the team to deliver a successful programme
  • Ensure quality of programme delivery through mentoring the team and through providing feedback on their performance as well as areas for improvement
  • Supervise, manage, lead and oversee all national and international staff
  • Ensure delivery of contractual deliverables in all programme areas
  • Provide timely and accurate programme and financial reporting to the donor on all programme areas, with support of M&E Advisor and Technical Advisors
  • Lead periodic planning sessions, both internal to the intervention areas and programme-wide, including finalisation of national-level and provincial-level workplans
  • Oversee the development and finalisation of the logical framework, and work with the team to design activities that will lead to measurable results
  • Ensure project finances and management practices are in compliance with DAI and donor contractual rules and regulations
  • Act as primary point of contact with DAI head office on programme implementation, budget, and personnel issues
  • Primary liaison with other donors active in this sector

 

Key Skills & Qualification

  • Law degree or professional legal qualification
  • Minimum of 10 years’ experience in senior management positions in complex and dynamic international development programmes
  • Experience in designing and implementing rule of law programmes and justice sector strengthening efforts
  • Demonstrable understanding of the role of justice institutions in democratic governance and the linkage between access to justice, development, and economic growth in developing countries
  • Demonstrable experience in integrating gender into justice programmes
  • Proven track record in developing and maintaining relationships with high level government officials
  • Demonstrated experience taking an entrepreneurial approach to programme management, responding to opportunities that present themselves over the life of a programme
  • Experience managing international and national staff from diverse cultural backgrounds
  • Programme strategy development experience, including workplanning, and activity budgeting
  • Long-term experience working with donors such as DFID, USAID, UNDP, World Bank
  • Strong skill set in reporting and monitoring and evaluation
  • Demonstrated excellent report writing skills in English required
  • Strong presentational skills required
  • Long-term overseas experience in Africa
