Roles and responsibilities

Specific objectives of the survey are:
The overall aim of the study is to demonstrate in two LGAs in Bauchi State, Nigeria that management of common childhood illnesses (malaria, diarrhea and pneumonia) can be substantially improved on a population basis at existing points of service without the use of subsidies for medications or introduction of new types of providers.
Specific improvements targeted (in comparison to baseline and control LGAs):
• A substantially higher percentage of children (and other age groups) who receive anti-malarials will receive ACTs, with a corresponding decrease in other anti-malarial treatments
• A substantially higher percentage of children with diarrhea will receive pediatric zinc and low osmolar ORS (or other ORT)
• A substantially higher percentage of children (and other age groups) who present with fever will receive a diagnostic test for malaria
• Children (and other age groups) found to be negative for malaria do not receive ACTs (or other anti-malarials)
• A substantially higher percentage of children with fever and respiratory symptoms will be checked for signs of community acquired pneumonia
• Children diagnosed with community acquired pneumonia will be treated with amoxicillin

The study team include the following individuals, a survey manager/quantitative consultant (2); data collector supervisors (6); data collectors (8) and data entry clerks (5).
Roles and Responsibilities of the Survey Managers/Quantitative consultants
• Review the study protocol including household questionnaires and sampling methodology.
• Ensure that the appropriate authority have been sent letters or sensitized to make them aware of the field work. Ensure that supervisors have copies of these letters before they visit the community
• Facilitate the training of data collectors in the entire PMV sampling methodology including data collection tools.
• Participate in field practice of the household instruments.
• Supervise the data collection, data entry and data cleaning processes.
• Coordinate with and update key stakeholders on progress with the pilot study
• Undertake all logistical arrangements for PMV training of data collection team, including procuring an appropriate training room with multimedia projector and procuring all supplies needed for training
• Manage all logistical arrangements for data collection in the field, including transportation and supplies
• Track that scheduled interviews or field visits are conducted within the planned itinerary
o Undertake field visits to provide oversight for data collection
o Be with the research team to monitor progress and help resolve technical and logistical issues.
• Compile a report of research supervisors logs that includes challenges faced, problems resolved, and incidents that would be of interest to the survey and its organizers
• Provide feedback to the research team with regards to the quality of the interviewing process.
• Coordinate the logistics for field work. Each team should have a sufficient number of clean questionnaires, clipboards, pencils, per diems, letters of introduction, cell phone minutes, etc. Also, each team should have adequate transportation arrangement.
• Ensure quality of the data. For example, to ensure completeness and organization of data, for each cluster, all questionnaires completed should be gathered in one large envelope. The envelope will decrease wear and tear, and minimize loss. The envelope should be labeled with unique identifier (UI) for the cluster.
• Ensure that all completed questionnaire are safely stored within TSHIP
• Supervise data entry and share a copy of cleaned data with TSHIP
• Providing USAID and PMV research team with cleaned household data which would be used to measure the pilot’s baseline and its progress towards set targets.
• Work with PMV research team to prepare data tables to be shared with USAID
• PMV Household Survey Report
• Facilitate the dissemination of study findings to all stakeholders
• Finalize report, incorporating stakeholder comments and amendments
• Prepare final activity report to submit to TSHIP
Deliverables & Due Dates
• Completed questionnaires
• Cleaned baseline data collected
• Submit an activity report in an agreed format detailing the processes of the survey.

Skill set

Required Qualifications:
§ The quantitative consultant should have 3-5 years of experience conducting quantitative research, particularly using cluster random sampling methodology.
§ The quantitative consultant should have working knowledge of Northern Nigeria
§ Other qualifications include:
o An advanced university degree (Masters Level) in Public Health, Research, Statistics, Demography or Social sciences.
o Experience in analyzing and synthesizing quantitative data.
o Experience in training individuals to carry out quantitative research.
o Excellent report writing skills is desired.
o Good communication skill is an essential requirement for this assignment.
o Should be fluent in spoken and written English (a requirement).
o Working knowledge of Hausa.
§ Having the ability to adhere to submission timelines
