These generic positions are located under the United Nations Office on Drugs and Crime (UNODC) Regional Offices for West and Central Africa, and for Southeast Asia and the Pacific, in various duty stations such as for example in locations including amongst others Bangkok/Thailand, Dakar/Senegal, and Abuja/Nigeria. 
The incumbent will work under the overall supervision of the respective UNODC Regional Representative, the direct supervision of the (Senior) Programme Officers designated by the Regional Representative, and substantive and policy guidance as well as technical support from the relevant UNODC substantive Branches, Sections and Units located in Vienna, Austria.

The incumbent will carry out the following specific tasks: 

• Act as coordinator for a specific programme, aimed at strengthening criminal justice and law enforcement capacities  and responses (including e-learning) in the specific regions or at global level; monitor and analyse development and implementation of the assigned programme; consolidate annual detailed workplans including estimated budget and attribution of responsibilities; review relevant documents and reports; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties; ensure follow-up actions; 

• Coordinate/prepare/review all narrative and financial reports linked to the implementation of the assigned programme as necessary; develop, implement and support evaluation processes; monitor and analyze programme/project development and implementation; 

• Establish and maintain solid partnerships, undertake negotiations and consultations and liaise on substantive issues with internal and external counterparts and stakeholders; develop synergy, promote and facilitate operational partnerships and collaborative undertakings, in particular with regards to stakeholder inputs to the relevant project/programme steering and decision-making bodies; 

• Conduct capacity building needs assessments, provide technical advice, assistance and substantive guidance and mentorship to counterparts, provide advice and assistance to governmental and other institutions in building national capacities for enhanced policy and programmatic development, such as, inter alia, on the development and delivery of specialized trainings, including the development of relevant technical and training materials, tools and capacity building packages; 

• Plan, organize, coordinate and carry out the ongoing review, monitoring and analysis of social, economic and political developments and trends at the national, regional and/or global level. Prepare, review, and update integrated programming documentation and Strategic Programme Frameworks; 

• Maintain oversight and monitor logistical and administrative requirements of the programme and activities; participate in the recruitment of personnel;  monitor financial resources and budget, expenditures and utilization of funds related to the assigned programme, ensuring compliance with UN financial rules and regulations; As required, supervise programme staff, national and international consultants and experts, Associate Experts and interns in their work; guide trainers, consultants, resource personnel, officials and experts in their preparations for participation in project activities; 

• Lead and/or participate in large, complex programming, needs assessment and other technical field missions, including assessment missions and conduct technical survey visits to project sites in order to assess needs, oversee implementation and assess the efficiency of resources used, and attend policy-making and expert group meetings to monitor, analyze and advise on events and discussions; Represent UNODC at relevant regional or international events in matters related to the assigned programme, as required; 

• Contribute to fundraising activities related to the assigned programme, by, inter alia, participating in major donor meetings and fundraising missions, as well as other fund-raising activities as required, and by building support for cost-sharing contributions from the Governments, identifying other funding sources for UNODC projects and activities, etc.; 

• Identify opportunities and provide technical expertise for programme expansion and development and liaise with relevant sections and units at UNODC HQs, as well as external stakeholders in order to ensure that specialized substantive and operational expertise is consolidated in new proposals; support the formulation and development of expanded and new programmes, in particular with regards to ensuring effective programme outcomes and corresponding performance indicators; 

• Prepare all correspondence linked to the implementation of the programme and follow up on them; Organize and prepare a variety of written outputs, such as background papers, correspondence with governments, working papers, mission reports, analyses, briefings, presentations, enforcement strategies, policy proposals and documents, studies, summary reports, manuals, toolkits, guides, etc.; 

• Perform other duties as may be required.

Has knowledge of policies and practices in international drug control and crime prevention, and has knowledge of UNODC mandates. Is able to identify issues, analyze and contribute to the resolution of problems/issues. Has conceptual analytical and evaluative skills to conduct independent research and analysis and to conduct data collection using various methods.  Is able to apply good judgment in the context of assignments given and to provide effective specialized advice. Has  very good drafting skills and is able to analyze extensive substantive documentation and to prepare comprehensive reports, summaries and policy briefs. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. An advanced university degree (Master’s degree or equivalent) in law, economics, business administration, management, political science, social sciences or related fields is required. A first-level university degree in similar fields in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of 7 years of progressively responsible relevant professional work experience, including several years of practical technical experience in one or more of the following areas is required: a) drug law enforcement/organized crime fields in an operational capacity in national and/or international law enforcement, investigation, police, drug and/or crime prevention and control; b) project/programme planning, management and monitoring at the national or international level; c) development and management of large scale training programmes, including experience with e-learning concepts; and d) programme design and development in areas related to UNODC’s mandates, including experience in strategic planning and conceptualization from an organizational perspective. Relevant experience in field environment is desirable. Experience in donor relations and fundraising are also desirable. Experience in a multinational or international setting is desirable. Experience in working with UN programme policies, guidelines, procedures and project management systems is desirable. Qualifying years of experience are calculated following the receipt of the first university degree recognized by the United Nations.


English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in English, i.e. oral and written proficiency, is required. Knowledge of French is a strong asset. Knowledge of another UN official language is an advantage.

Filling of a specific post will be subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment will be subject to extension of the mandate and/or the availability of funds.
