Our services go beyond new developments, to supporting operating assets through delivering brownfields projects which maintain asset integrity and improve business performance.  By treating asset services as a specific business stream, WorleyParsons provides systems and work processes to deliver these projects effectively.

WorleyParsons are potentially seeking a Project Manager to support our Rail business in the Africa region, due to the expansion of our Rail and Infrastructure business. 


Position Reports  to:
Functionally – The Manager of Projects

Key Tasks and Responsibilities:

  • Project manage the project construction and commissioning according to the project execution plan
  • Manage according to OneWay, WPMP, EMS and stakeholder requirements the project scope, cost, time, quality, invoicing and safety aspects
  • Demonstrate by daily actions the importance of implementing the project management techniques and tools necessary to achieve the project objectives and deliverables
  • Identify the stakeholders and manage their project delivery expectations.
  • Agree with the client and implement project measurement performance indicators for project performance monitoring and reporting
  • Manage project changes and issue Early Warnings, Compensation Events and Project Manager Instructions to satisfy the contract management requirements
  • Evaluate project team member competency and conduct team member performance reviews to build a project team
  • Manage the WorleyParsons contract with the client.
  • Manage burn rate and commitments against the authorised funding and the impact of funding on the project plan

Accountabilities and Responsibilities:

The following apply as appropriate for the project scope:

1. Direct the Integration of a Large Project

  • Direct the implementation of all functions of project management.
  • Direct the internal company environment to meet the needs of a large project.
  • Direct the project through its development stages

2. HSE Management:

  • Work with project team and construction manager to ensure that HSE requirements are documented and understood by all project participants
  • Compliance with HSE procedures
  • Maintain HSE focus for project duration
  • Demonstrate a personal commitment to Health, Safety and the Environment by:
  •  Being aware of Local Statutory Health, Safety & Environmental Regulations;
  •  Demonstrating an understanding of the project objectives in the areas of Health, Safety and the Environment.
  • To meet the TRFIR target as set by the client.

3. Client Relationships:

  • Identify, document and communicate the client requirements
  • Effective management of multiple stakeholders
  • Maintain and build healthy client relationships throughout the project and post completion.
  • Proactively resolve performance, scope, quality, cost and schedule issues with the client as they arise, in conjunction with the project team

4. Commercial Management:

  • Effective management of WorleyParsons/Client contract, including delivery of the budget gross margin.

5. Scope Management:

  • Effective handover from Business Development Group
  • Clear definition of scope
  • Compliance with requirements of the contract
  • Effective change control process application
  • Manage and monitor project performance on an ongoing basis to identify issues and opportunities early and take pre-emptive action
  • Effectively manages project interfaces, in conjunction with the project team

6. Time Management:

  • Direct the planning of all scope elements of the project, with the support of the project team and construction manager
  • Develop resource and financial requirements from the project plan.
  • Direct the management of the design, procurement and construction activities to meet the project schedule
  • Ownership of the project schedule
  • Routine monitoring of the key reports and development of corrective action plans.
  • Timely and effective documentation turnover and project close-out.

7. Cost Control:

  • Direct the planning and preparation of accurate project estimates.
  • Establish cost report for control of projects.
  • Monitoring and control of all cost aspects of the project to forecast costs, obtain approvals, identify trends and take action to avoid cost overruns and take advantage of opportunities. Prime contract and TIC.
  • Assess performance of cost control system and personnel.

8. Quality Management:

  • Define the project quality requirements.
  • Ensure the right systems are in place and that these are applied on the project.
  • Development of a project schedule which allows work to be executed in a logical sequence.
  • Compliance with WorleyParsons policies and procedures.
  • Implement lessons learned system.
  • Participate in Peer reviews.

9. Team Management:

  • Provide clear and focussed leadership for the project team to create a vision for project success and a strategy to fit that vision.
  • Establish Project RASCI (Responsibility, Accountability, Support, Consult, Inform)
  • Define roles and responsibilities, in particular the respective roles of the Project Director vis a vis the project manager and project team members
  • Focus team on achievement of milestones and other key project objectives
  • Listen to the team, discuss the issues, resolve problems and direct activities to remove roadblocks and achieve objectives
  • Participate in staff performance evaluations
  • Identify and implement training requirements
  • Establish, maintain and monitor project KPI’s

10. Communications Management

  • Effective communications with the project team, client and stakeholders
  • Document communication requirements
  • Accurate, timely and effective progress reporting to the client and internally to WorleyParsons management.
  • Monitor the communication network between project staff, the client and third parties and introduction of changes where required.

11. Risk Management:

  • Identify project risks and opportunities
  • Monitor closure of all identified risks and opportunities
  • Maintain the risk management focus throughout the project duration, through regular project risk reviews

12. Design Management (Field Engineering only):

  • Ensure that clear objectives are set for the design team
  • Assess the design activities  and ensure a 'fit for purpose' design of the plant
  • Monitor design activities, interdiscipline data flow and communications
  • Ensure that designs consider risks, constructability reviews and HSE requirements

13. Procurement/Subcontracts Management:

  • Ensure that clear objectives set for the procurement and subcontracts team
  • Assess procurement process throughout the project to ensure goods meet specification, are delivered on time and are within budget

14. Construction Management:

  • Set clear objectives for the Construction team 
  • Monitor the construction management function to ensure safe delivery of the project within cost and schedule objectives

15. Staff Responsibilities

  • Responsible for the wellbeing of all project personnel on the organisation chart of the project
  • Staff roster to ensure suitable “backfilling” of roles when on leave
  • Management discipline issues

Working Conditions:

  • Site Based in the Integrated Project Teams offices.
  • Extensive site based travel


Qualifications & Experience:

Essential requirements

  • Strong demonstrated experience in the ability to direct a project
  • Demonstrable commitment to HSE Management in a project environment
  • Excellent leadership and communication skills
  • High level of customer focus
  • Previous experience as a project manager on rail projects in excess of US$500m total value.
  • 15+ years related experience with preference to Rail or Road Projects
  • Engineering Degree or Diploma

Preferable requirements

  • Completed Masters of Business and Administration (MBA)
  • Project Services experience
  • Commercial experience
