  1. BACKGROUND/ RATIONALE

Established in 1951, the International Organization for Migration (IOM) is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments

IOM is in the process of implementing the European Union funded project “Promoting Better Management of Migration in Nigeria”. The overall objective of the project is to enhance the capacity of the Government of Nigeria to manage migration in order to maximize its development potential. The specific objectives are to improve the governance of migration through the use of evidence-based instruments, strengthen national capacity to manage organized labor migration, mobilize diaspora for national development and to strengthen national capacity to deter irregular migration. The Nigeria Immigration Services (NIS), as the body mandated to deal with immigration in the country, is a key partner in achieving the goals of this project. The project aims at targeted interventions required to enhance the NIS’ capacity to manage migration flows to and from Nigeria and deter irregular migration thereby contributing to the achievement of the project’s overall objective.

Accordingly, one of the key components of this project is to build the training capacity of NIS officers involved in migration management and border control. Currently, the NIS provides a basic entry training course to its graduate recruits at the Kano Immigration Training School. This course is broad and doesn’t provide any specialized training or adhere to modular training—instructors prepare their own subject content, adversely affecting standardization. The course is also in need of a review to ensure it is in line with modern practices related to migration and border management. After the basic course, most NIS officers do not undergo any further training except after promotion. As a result, a lot of officers are bereft of essential skills to carry out their duties. There is a need to build the NIS’ capacity to train its personnel on modern migration and border management, especially to regularly carry out specialized training in areas such as enforcement, intelligence, evidence handling, surveillance, document forgery, human rights, amongst other areas. There is also a need to introduce modular training to the NIS’ training infrastructure to ensure standardization.

Consequently, a competency based Training Needs Assessment (TNA) will be undertaken for each staff level involved in migration management and border control through questionnaires, interviews and group appraisals. This assessment will be carried out by a training consultant with relevant expertise in the migration and border management fields. The training needs assessment will outline the current human resource capacities of the NIS and set the stage for subsequent training courses in line with the challenges presented by modern migration and border management. Training modules on migration management will be developed by the consultant, NIS, and IOM staff.

  1. OBJECTIVES OF THE CONSULTANCY

The overall objective of the consultancy is to assess the training needs of the Nigeria Immigration Service.

SPECIFIC OBJECTIVES:

  1. Assess training needs of NIS officers responsible for migration management & border control and develop recommendations for developing their in-house training capacities;
  2. Review and assess the existing training materials used by NIS;
  3. Design and develop, in partnership with NIS and IOM, training modules and relevant materials on modern migration and border management;
  4. Develop implementation strategy for trainings, including training-of-trainers (TOT) courses to support the trainings.
  5. SPECIFIC ACTIVITIES TO BE PERFORMED
  6. Provide IOM with a checklist of read-ahead materials and actions to be undertaken by IOM prior to commencing the consultancy;
  7. Review already existing documentation and other relevant data and materials to be provided by IOM according to the checklist mentioned in the previous point;
  8. Meetings/sessions with key stakeholders in migration and border management trainings in NIS;
  9. Assess and conduct a competency based training needs assessment for each staff level involved in migration management and border control;
  10. Review and assess the existing training materials used by the NIS;
  11. Assist with designing a comprehensive modern training plan on migration and border management for the NIS;
  12. Develop recommendations for developing the NIS’ in-house training capacities;
  13. Design and develop training modules and relevant materials on migration and border management;
  14. Develop implementation strategy for training modules, including training-of –trainers to support sustainability;
  15. Develop pre and post training evaluation guidelines and materials;
  16. Briefing and debriefing meetings with IOM throughout the period of the consultancy.
  17. METHODOLOGY

The methodology that will be used to conduct this assessment could include:

• Undertake desk review and literature review of existing research or assessment on the subject matter.
• Individual and group meetings/consultations, as necessary, with relevant NIS units/officers

The suggested methods are only indicative and applicants are strongly encouraged to adopt best fit practices and successful models suitable for the purpose of this task.

  1. EXPECTED OUTCOME/ DELIVERABLES
  2. Inception report including detailed implementation plan of consultant’s activities under this project;
  3. NIS training needs assessment report with recommendations;
  4. A comprehensive training plan on migration and border management for the NIS;
  5. Training modules and courses on agreed upon aspects of modern migration & border management, including courses to develop in-house training capacities;
  6. Implementation strategy to carry out the trainings;
  7. Training evaluation guidance for the NIS; and
  8. Recommendations to IOM and NIS on other training subjects to be progressively included in training programmes.
  9. TIMEFRAME

It is proposed that the consultancy takes between 2nd December 2013 and 6th January 2014

  1. MANAGEMENT AND SUPERVISION

The consultant will work under the general supervision of the Chief of Mission and in close coordination with the Immigration and Border Management team in Abuja. Technical support will also be provided by the IOM Regional Office in Dakar and IOM Headquarters in Geneva.

  1. DESIRABLE QUALIFICATIONS

Education: Post-graduate/university degree, preferably in Social Sciences, with specialization in Migration, Geography, International Population Studies and Statics, or equivalent.

Experience: At least 5 years of relevant research/assessments experience preferably on border management and migration management. A good track record of work with the Government of Nigeria and international organizations is preferred. Excellent drafting and reporting ability. Previous publications on migration and/or border management will be an advantage.

Technical Competencies: Proven training experience for government in an intelligence environment. Ability to train, write and review reports. Computer skills (Microsoft office). Proven track record of work in a multi-disciplinary environment is necessary.

Professionalism: Demonstrated professional competence, conscientiousness and efficiency in meeting commitments, observing deadlines and achieving results; display of persistence when faced with difficult problems or challenges, and remaining calm in stressful situations.

Planning and organizing: Able to work within a defined time-frame and to develop clear goals per agreed strategies; capacity of identifying priority activities and assignments, adjusting priorities as required; allocating appropriate amount of time and resources for completing work; foreseeing risks and allowing for contingencies when planning, monitoring and adjusting plans and actions as necessary; and using time efficiently.

Other desirable qualifications: Familiar with local context in migration discourse. Understanding of qualitative and quantitative approaches in social science research. Excellent communications skills, both written and verbal. Good interviewing and listening skills. Good understanding of the assessment issues as well as relevant policy/programmes. Familiar with local context surrounding the assessment. Familiar with academic literature on the assessments’ issue and able to draw on expertise of those who do. Ability to understand the goals and modalities of the assessment.

Personal/Interpersonal Skills: Excellent communication skills; speak and write clearly and effectively; objective and analytical; Drive for results; Proven track record of delivering on time and within budget; Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.

Language: Fluency in written and spoken English is essential.
