  1. BACKGROUND/ RATIONALE Established in 1951, the International Organization for Migration (IOM) is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments IOM is in the process of implementing the European Union funded project “Promoting Better Management of Migration in Nigeria”. The overall objective of the project is to enhance the capacity of the Government of Nigeria to manage migration in order to maximize its development potential. The specific objectives are to improve the governance of migration through the use of evidence-based instruments, strengthen national capacity to manage organized labor migration, mobilize diaspora for national development and to strengthen national capacity to deter irregular migration. The Nigeria Immigration Services (NIS), as the body mandated to deal with immigration in the country, is a key partner in achieving the goals of this project. The project aims at targeted interventions required to enhance the NIS’ capacity to manage migration flows to and from Nigeria and deter irregular migration thereby contributing to the achievement of the project’s overall objective. Accordingly, one of the key components of this project is a comprehensive assessment of the screening centres of the NIS as a basis for interventions to make sure they comply with international standards in terms of their infrastructure, modes of operation, and staff capacity. Currently, the NIS has only one screening centre, located at NIS Headquarters, Abuja. Other screening centres in Benin, Rivers, Lagos, and Kano were not purpose built and currently have challenges in terms of staff capacity, infrastructure, detention management, gender sensitivity, amongst other things. The screening centre in Abuja, although of a higher standard, also has challenges with training and ensuring the standards of its operating procedures. Consequently, an assessment of NIS’ screening centres in Abuja, Edo State and Kano State shall be carried out with a way forward plan to ensure that the centres meet international standards and that a coherent national management of screening centres takes place ensuring that migrants’ rights are respected and protected, and that officials employed at screening centres are aware of gender considerations related to migration management practice and take them into account in 2 their duties. This assessment will be carried out by a training consultant with relevant expertise in the migration and border management fields. The assessment will outline the infrastructural and training needs of officials at the screening centres and recommend strategic interventions in terms of necessary infrastructure and training courses in line with international best practices in migration management. Training modules to cover the nature of detention work will be developed by the consultant, NIS, and IOM staff.
  2. OBJECTIVES OF THE CONSULTANCY The overall objective of the consultancy is to provide support to the Government by assessing infrastructural and training needs of the NIS Screening Centres, and developing a strategy for implementation of interventions. SPECIFIC OBJECTIVES:
  3. Assess immediate infrastructural needs of the screening centers and provide recommendations for interventions;
  4. Assess the training needs of all NIS officers responsible for managing the screening centres and develop recommendations for developing their in-house training capacities;
  5. Design and develop, in partnership with NIS and IOM, training modules and relevant materials on managing screening centres, including standard operating procedures in line with international conventions on the treatment of detainees;
  6. Develop implementation strategy for training, including training-of-trainers (TOT) courses to support the trainings.
  7. SPECIFIC ACTIVITIES TO BE PERFORMED
  8. Provide IOM with a checklist of read-ahead materials and actions to be undertaken by IOM prior to commencing the consultancy;
  9. Review already existing documentation and other relevant data and materials to be provided by IOM according to the checklist mentioned in the previous point;
  10. Meetings/sessions with key stakeholders in migration and border management trainings in NIS;
  11. Assess and conduct an infrastructural, operational, and training needs assessment for each staff level involved in the management of screening centres in Abuja, Kano, and Edo.
  12. Develop recommendations for improving and standardizing the infrastructure and operational activities of the screening centers, including IT infrastructure;
  13. Assist with designing a comprehensive modern training plan on various areas of modern management of screening centres, including but not limited to detention management, migrants rights, care of minors, gender sensitivity, health and first aid, and personal protection;
  14. Assist with designing standard operating procedures (SOPs) for NIS screening centres in line with international conventions on the treatment of detainees; 3
  15. Develop recommendations for developing the in-house training capacities of the screening centers;
  16. Design and develop training modules and relevant materials on screening centres management;
  17. Develop implementation strategy for training modules, including training-of –trainers to support sustainability;
  18. Develop pre and post training evaluation guidelines and materials;
  19. Briefing and debriefing meetings with IOM throughout the period of the consultancy.
  20. METHODOLOGY The methodology that will be used to conduct this assessment could include: • Desk review of existing Screening centre manuals • Individual and group meetings/consultations, as necessary, with relevant units/officers • Site visits to three NIS Screening centre (Abuja, Edo State, and Kano State) The suggested methods are only indicative and applicants are strongly encouraged to adopt best fit practices and successful models suitable for the purpose of this task.
  21. EXPECTED OUTCOME/ DELIVERABLES
  22. Detailed implementation plan of consultant’s activities under this project;
  23. NIS screening centres assessment report with recommendations;
  24. A comprehensive training plan for the staff of the screening centers;
  25. Training modules and courses on various aspects of screening centre management including modules for developing their in-house training capacities, e.g., training of trainers courses;
  26. Implementation strategy to carry out the trainings;
  27. Standard operating procedures (SOPs) for the screening centres based on international conventions on treatment of detainees;
  28. Training evaluation guidance materials; and
  29. Recommendations to IOM and NIS on other training subjects to be progressively included in training programmes.
  30. TIMEFRAME It is proposed that the consultancy takes place from 2nd – 23rd December 2013 4
  31. MANAGEMENT AND SUPERVISION The consultant will work under the supervision of the Chief of Mission and in close coordination with the Immigration and Border Management team in Abuja. Technical support will also be provided by the IOM Regional Office in Dakar and IOM Headquarters in Geneva.
  32. DESIRABLE QUALIFICATIONS Education Experience: At least 5 years of relevant research/assessments experience preferably on border management and migration management. Experience of working in Nigeria will be an advantage. A good track record of work with the Government of Nigeria and international organizations is preferred. Excellent drafting and reporting ability. Previous publications on migration and/or border management will be an advantage. : Post-graduate/university degree, preferably in Social Sciences, with specialization in Migration, Geography, International Population Studies and Statics, or equivalent. Technical Competencies: Proven training experience for government in an intelligence environment. Ability to train, write and review reports. Computer skills (Microsoft office). Proven track record to work in a multi-disciplinary environment is necessary. Professionalism: Demonstrated professional competence, conscientiousness and efficiency in meeting commitments, observing deadlines and achieving results; display of persistence when faced with difficult problems or challenges, and remaining calm in stressful situations. Planning and organizing: Able to work within a defined time-frame and to develop clear goals per agreed strategies; capacity of identifying priority activities and assignments, adjusting priorities as required; allocating appropriate amount of time and resources for completing work; foreseeing risks and allowing for contingencies when planning, monitoring and adjusting plans and actions as necessary; and using time efficiently. Other desirable qualifications: Familiar with local context in migration discourse. Understanding of qualitative and quantitative approaches in social science research. Excellent communications skills, both written and verbal. Good interviewing and listening skills. Good understanding of the assessment issues as well as relevant policy/programmes. Familiar with local context surrounding the assessment. Familiar with academic literature on the assessments’ issue and able to draw on expertise of those who do. Ability to understand the goals and modalities of the assessment. Personal/Interpersonal Skills: Excellent communication skills; speak and write clearly and effectively; objective and analytical; Drive for results; Proven track record of delivering on time and within budget; Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds. Language: Fluency in written and spoken English is essential.
