Portfolio Manager, ENABLE2 Nigeria Reports to: Location: Duration: Benefits: Adam Smith International Project Manager and ENABLE2 Team Leader Abuja, with frequent travel to the North Expected minimum commitment 24 months: April 2014 – April 2019 Competitive salary (negotiable) plus full expatriate expenses package. ENABLE in Nigeria ENABLE is a DFID-funded business advocacy programme that aims to enhance the environment for business advocacy in Nigeria at the Federal and State level. It is unique in that it is the first donor programme to apply the principles of M4P and systems thinking to Business Environment Reform. For the past four years, it has been implemented by ASI, and has delivered impressive, high impact results:

  • ENABLE partners have convened over 80 cases of advocacy and dialogue (compared to a logframe

target of 30). Advocacy and dialogue is now much more frequent and substantive than 5 years ago, transforming the way policies and regulations are made

  • 11 cases of Business Environment Reform, on a wide range of issues, from Federal Fertiliser Policy to

electricity tariffs for SMEs to central bank policy

  • Improved business environment for over 2 million micro-enterprises MSME incomes have increased by £12 for every £1 of total spend by ENABLE

Awarded an A+ in every Independent Annual Review

Recognizing the programme's innovative approach, ENABLE was invited to present at the M4P Hub and the World Bank PPD Conference, spearheading global discussions on BER. In view of these excellent successes, DFID decided to proceed with a second phase of ENABLE: ENABLE2.

ENABLE2 ENABLE2 continues and builds on the work of ENABLE, with the goal to improve the policy and regulatory environment for business in Nigeria. The purpose of ENABLE2 is for increased effectiveness of advocacy and dialogue between the private sector, government and other stakeholders such as the media, with a heavy focus on Northern Nigeria. The programme has four main components:

  • Strengthen private sector demand for reform by supporting Business Membership Organisations to engage in effective advocacy on behalf of the private sector Increase the quality and quantity of reform by building the ability and willingness of Government Ministries, Departments and Agencies to dialogue with the private sector Strengthen the role of the Nigerian media as a driver and supporter of business environment reform, a channel for information, and a platform for debate and discussion Improve access to, and supply of, legal, policy and regulatory information and research that supports and informs dialogue

Role and Responsibilities of the Portfolio Manager The Portfolio Manager provides key technical support to the Senior Component. He/She will have the responsibility for:

  • Supporting the effective development and implementation of programme-level strategy Supporting Senior Component Managers in the development and implementation of high-quality

component-level strategies

  • Supporting Senior Component Managers and Component Managers in the development and

implementation of high-quality partner-level strategies

  • Ensuring synergies between components are effectively leveraged Developing in-depth technical knowledge of key BE issues being tackled by ENABLE partners; explore

and develop opportunities for effective collaboration with other DFID programmes around key BE issues

  • Supporting effective reporting and communications for all technical matters Providing effective outputs and communications to the donor Leading/overseeing/quality assuring the production of all programme deliverables Building and maintaining an excellent relationship with DFID Nigeria Periodic performance management reporting to the Strategic Review Panel

The Portfolio Managers should have strong technical expertise and an ability to work effectively in challenging environments. He/she should relish working in a team and should embrace new and improved ways of working. He/she should be innovative, energetic, and genuinely committed to achieving lasting, positive change in his/her work. Essential

  • At least 5 years' professional in international develop ment sector Comfortable working across a range of technical issues (for example, policy reform, development of

pro-poor business models, advocacy, PPD)

  • Strong networking and relationship management skills Project management expertise Good communication skills, enthusiasm and flexibility, superb attention to detail Committed to staying in Abuja, with extensive travelling to the North of Nigeria

Highly desirable

  • Experience working in developing countries
