Field of activity

Nigeria is the second largest economy in sub-Saharan Africa after South Africa. Partly as a result of various reforms, it has enjoyed high single-figure economic growth throughout recent years. However, the regulatory and institutional framework for Nigeria's micro, small and medium-sized enterprises (MSMEs) is still inadequate. This is particularly true regarding access to financial services and better integration into the country's growth processes of those sections of the population that have not benefited greatly so far from Nigeria's economic development. The goal of the programme, which is partly funded by the European Union (EU), is to ensure that Nigerian MSMEs and the Government increasingly become a driving force behind economic integration into the Economic Community of West African States (ECOWAS) region. This is to be achieved through advisory services and capacity building for the country's trade support institutions. Specifically, advisory services are to be provided to the Nigerian Federal Ministry of Industry, Trade and Investment, and capacity is to be built at the Nigeria Customs Service and in within the organised private sector. Other non-governmental actors are to receive support, too. These institutions are to be enabled to assume a proactive role in refining and implementing Nigeria's trade policy.

Your tasks

As an advisor on trade facilitation and private sector development, you will be responsible for implementing programme activities. Your tasks will primarily involve the following: · advising the Nigeria Customs Service on implementing ECOWAS trade policy measures and other state-of-the-art trade facilitation instruments and approaches · advising the organised private sector and non-governmental actors on their rights and obligations arising from the trade-related ECOWAS protocols and other national and international regulations. The focus of such measures is on human capacity development. · assisting in reporting to the EU and the German Federal Ministry for Economic Cooperation and Development (BMZ).

The job will involve travel within Nigeria and the ECOWAS region

Your profile

You have a degree (master's or doctorate) in economics, social sciences or a related field of study. You have had several years of experience working in the field of customs administration, trade facilitation and private sector development, preferably in Africa. Experience in the field of human capacity development would be an asset, as would knowledge of EU procedures (experience with co-financing). We expect you to have excellent diplomatic skills and intercultural sensitivity, which you have already demonstrated in previous positions. You are familiar with methodological approaches such as policy-sensitive consultancy for the partners, diagnostic analyses of the regulatory and the logistical/infrastructural setting, corridor development and public–private dialogue. You are proficient in business English and preferably speak fluent German and/or French.

February/March 2014 to March 2017

Information on place of assignment

Nigeria's capital, Abuja, offers relatively good living conditions, as there is general access to everyday goods and medical care, provided by private hospitals and a German clinic (Julius Berger). The climate varies from pleasant (6 months) to hot. The security situation is comparatively good, and GIZ integrates its staff into its well-functioning security network. There is both a German and an international school in Abuja.
