Consultancy: Girls Education Scoping At Girl Hub

Background:

Education is a basic human right for all children including girls. The issue of girls’ education strads two of the MDG goals 2 and 3 with indicators of literacy rate of 15-25 years old and gender parity in secondary schools (ratio of girls to boys in primary, secondary and tertiary education (UNESCO). Despite these, girls’ primary school completion and secondary school enrolment and completion are lagging, with girls dropping out in adolescence, mainly due to poverty, location, gender stereotypes and early marriage. Real challenge lies in need to translate education into life chances, including skills, employment & livelihoods. The quality of education and learning is lagging, particularly for the poorest. Social norms have often influenced the opportunities and barriers that include or leave girls out of education.

Scope of Work:

The consultant will undertake the following tasks:

  • A scoping of existing policies, programme on girls education, including who are the different actors and there roles.
  • The consultant will analyze gaps and what GHN can build on.
  • Conduct an analysis of existing coordination efforts/challenge and who is in the lead. Identify which new partners we can work with in addition to existing ones both in public and private sector?
  • Recommend to GHN a strategy for how we might support existing efforts and the best entry point for Girlhub.

Methodology:

  • Desk review and field visit to Kano.
  • Meeting with GHN staff, DFID Nigeria Education Advisers and DFID programme staff (ESSPIN, Unicef and SAVI), USAID and projects, CSO,s Kano state government officials (SUBEB, Ministry of Education) and other relevant partners.

Reporting line:

The consultant will report to the Insight and Strategy Manager. However you will have opportunity to meet and discuss with the Country Director and any of the GHN technical team members. Specifically the M&L Manager will provide guidance based on GHN log frame/indicators.

Required:

  • 10 years experience in the education sector.
  • Familiarity with the Nigeria education systems and policies especially at primary and secondary levels in Nigeria
