specifications on a random, spot- inspection basis and in parallel over the entire course of site activities. One area of emphasis shall be the performance and inspection of welds.
 
lReporting on QA/QC activities within the framework of weekly and monthly reporting by Site Lead Management directly to the back office.
l Initiation, proposal and provision of solutions to quality problems:
 lSupporting and advising site management (as well as the site managers of consortium members1)) effective implementation of the Quality
Management System (planning and performance of audits of consortium members at the project site, including tracking of deviations/non-
 conformances detected, as well as support for internal audits
lCoordination with respect to QA/QC of consortium members at the project site

Further important tasks and duties of the General Site Manager include:

Ø Organize the project site in line with project execution requirements.

Ø Within the framework of his or her scope of responsibility, the General Site Manager 1)  delegates partial scopes of competence and responsibility to the following positions: Construction Manager, Commissioning Manager, Site Managers for the civil, mechanical and electrical/I&C work packages

If the General Site Manager and Business Administration Manager are unable to achieve agreement in any particular case, the regionally responsible subsegment manager of the Project Site Execution Business Segment and the business administration manager of the Project Site Execution Business Segment form the next higher, i.e. superior decision-making level.

ØThe General Site Manager and Site Manager Business Administration are jointly responsible for the costs of on-site project execution and for conducting project concurrent cost accounting.

Ø Ensures performance of all construction, erection, installation and commissioning services to be executed in accordance with contractual specifications by contractors mandated by Siemens Energy and other Siemens entities, and provides superordinate coordination of these services; the WeB LOP shall be generated and maintained starting no later than 8 months prior to PAC; walkdowns together with the customer/owner and (sub)suppliers, serve to jointly identify residual, open points; ensures that solutions are clearly defined and accepted by the customer/owner and (sub)suppliers.

Ø Ensures risk and opportunity management at site jointly with the Site Manager Business Administration.

Ø Coordinates supplies and services executed by other Siemens units and/or Siemens regional companies with respect to interdependencies in cases in which such work can affect our contractual execution technically, economically or with respect to meeting specified time schedules; the same applies for cases in which such supplies or services are performed outside the project site perimeter and are ordered by way of a separate contract concluded with the customer/owner.

ØDetermines site rules & regulations and procedures governing the sequence, safety and security of on-site operations; introduction of a permit-to-work procedure.

Ø Directs crisis, contract and claims management.

ØHires local personnel jointly with the Site Manager Business Administration.

EHS Manager (153369)

The EHS Manager supports Site Lead Management (Consortium Leader) as well as all contractors (and Consortium Members) in all issues and actions to be taken with respect to environmental protection and occupational health & safety. The essential duties and responsibilities involved are as follows:

Ø Preparing, introducing and monitoring concepts, rules & regulations governing occupational health & safety, fire protection and environmental protection, in particular for joint review of method statements and risk assessments with the Site Managers Discipline.

ØCoordinating and monitoring of fire prevention and protection concepts during plant construction.

ØConducting safety meetings and discussions as well as plant safety walkdowns; monitoring elimination of deficiencies.

ØIdentifying and investigating main concentrations of hazards and preparing proposals for corrective action; preparing, maintaining and updating a safety and crisis management plan; preparing proposals for improving basic safety policies and safety culture, including for example within the framework of an implemented EHS bonus system (incentive plan).

Ø Liaisoning with the customer’s/owner’s organization on questions of occupational health & safety, environmental protection and physical security as well as for third parties, where needed

ØMonitoring the site personnel ID-card system and access authorization and management of site security personnel insofar as such scopes are included in Siemens´scope of responsibility.

ØIntroducing and monitoring compliance with the permit-to-work procedure, from the start of on-site activity up to handover to Commissioning.

Ø Performance of internal and external occupational health & safety and environmental protection audits and reviews, including auditing of suppliers (and consortium partners) at the project site, and tracking corrective actions introduced to eliminate nonconformances.

Ø Identifying, recording, controlling and follow-up of relevant EHS aspects.

ØSupport for assessment of actual implementation of contractual EHS specifications among main suppliers as per Process Procedure P04-013.

Ø Assumption of the function of Health & Safety Coordinator for the execution phase of projects within the European Union (role must be mandated by the GPM; if necessary, the EHS Manager at the back office or some other qualified person may assume this role).

Chemical Engineer (154175)

The Site Chemical Engineer is responsible for ensuring compliance with guidelines governing the mode of operation of the steam, condensate and feedwater cycle, and supports the Site Managers for Civil Construction, Mechanical Erection, Electrical & I&C Installation as well as Mechanical and Electrical/I&C Commissioning.
 

General, superordinate tasks and duties (within his or her own scope of responsibility):
- Ensure compliance with the environmental, fire protection and occupational health & safety regulations.
- Ensure definition of and compliance with the requirements governing quality, time schedules (deadlines) and costs.
- Ensure compliance with the data protection and information security requirements governing e.g. personnel data, design calculations, costings and proposals (bids).
- Ensure experience and information feedback (via e.g. CAPA and PCM).
- Maintain and update the List of Open Points (WeB LOP).
- Provide support for project site-specific reporting (e.g. daily, weekly and monthly reports).

 

Further important tasks and duties of the Chemical Engineer:
Ø Advising Site Management on all issues concerning chemical engineering such as corrosion protection and preservation; providing support for pickling and flushing operations.
ØAdvising on matters concerning plant chemistry and chemical monitoring during system commissioning and plant operation, as well as induction and instruction of customer’s/owner’s personnel.
ØAssuming the duties and responsibilities of a mechanical commissioning engineer for chemical systems and plants (e.g. demineralization, chlorinating, sampling and dosing systems).
ØMonitoring contractors to ensure observance of site rules & regulations including the permit-to-work procedure within his or her own scope of
responsibility.
ØManaging of emissions monitoring systems and ensuring compliance with regulatory requirements within the framework of responsibility for water resource management.
ØEnsuring safe and reliable chemical operation of systems in accordance with specifications and assessment of chemical analyses.
ØManagement of water and wastewater treatment systems as well as purification, dosing and sampling systems.
