Civic Education Specialist, Electoral Empowerment of Civil Society Project – Nigeria

Position Summary: Pact seeks a Civic Education Specialist for an anticipated USAID program in Nigeria to strengthen the capacity of civil society organizations (CSOs) to become integral parts of election activities. The Civic Education Specialist will provide technical assistance to women’s CSOs, youth organizations, and CSOs serving PWDs in order to expand their active participation in electoral processes. The job holder will be required to actively provide advice and inputs in civic and voter education strategies and plan, design and production of public outreach materials, maintain external relations with electoral stakeholders- donors community, media, and civil society etc. This support is envisioned through the electoral cycle including in the pre-election, during election and post-election period.

Responsibilities:
• Examine efforts and provide strategic guidance to CSOs to devise civic/voter education targeting various marginalized groups in the electoral process.
• Work with CSOs to design strategy, plan, information materials and methodology for the civic/voter education and public outreach. 
• Provide technical advice and assistance to CSOs formulating and implementing of comprehensive civic/voter education, public information, and external relations plans and strategies including rationale, budget and other required resources, timeline and delegation of responsibilities. 
• Work in conjunction with the Communication Advisor to develop civic/voter education, public outreach materials (leaflet, brochures, audio/video materials etc.) and its dissemination plan.
• In conjunction with Capacity Development Advisor, devise civic/voter education related training program for CSOs and other electoral stakeholders both at national and field levels.
• Build the capacity and ensure transfer of skills and knowledge to the CSOs/partners on efficient management of voter education and public information activities on the deepening democracy values and principles.
• Conduct relevant training/workshops to the concerned partners and CSOs in key areas of voter education and public information.
• Support CSOs management in procurement processes for civic/voter education related goods and services. 
• Provide technical support on voters’ awareness assessment and impact assessment studies/surveys. 

Additional Qualifications:
• Masters degree in Social Sciences, Communications, Media Studies or a related discipline. 
• Minimum 10 years of experience working on Civic and Voter Education preferably in Nigeria as well as progressive experience working with marginalized group, external relations or training in relation to electoral process.
• Prior election experience in post conflict countries will be an asset. 
• Knowledge and experience of working with media stakeholders, civil society organisations and other stakeholder 
• Knowledge and expertise in democratic governance, electoral assistance and democratization; 
• Demonstrates strong intellectual and operational capacity in providing and coordinating advisory services to stakeholders in electoral processes, specifically to civil society organizations; 
• Strong communication and interpersonal skills, ability to foster networks and partnerships, and good working knowledge of information and computer technology.
• Be Fluent in English (both written and spoken English) and excellent verbal and written communication skills.

Election Observation Adviser, Electoral Empowerment of Civil Society Project – Nigeria

This position is contingent upon funding. 

Position Summary: Pact seeks an Election Observation Adviser for an anticipated USAID program in Nigeria to strengthen the capacity of civil society organizations (CSOs) to become integral parts of election activities. The Election Observation Adviser will work with the CSOs and partners to design an electoral observation methodology to detect infractions in the electoral process, mitigate potential for violence i in the conflict-prone circumstances and zones and illuminate factors that will help deepen democracy values and principles.

Responsibilities:
• The Election Observation Advisor will work with the CSOs to promote peaceful and open campaigning, voting, counting, results tabulation and respect for the outcomes of genuine democratic elections
• The Election Observation Advisor will work with CSOs to promote public confidence in democratic electoral processes
• Exercise overall responsibility for planning, implementation, management, monitoring and coordination of improved impartial election observation
• Oversee and manage the implementation of the activities related to CSOs and partners election observation 
• Support coordination of all electoral support activities through regular contacts and briefings with the donor. 
• Advise on electoral reform, legislative and policy issues with a long term perspective
• Build coalition and support election programming interventions 

Additional Qualifications:
• Masters degree in Social Sciences, Law or a related discipline

Financial Capacity Specialist, Electoral Empowerment of Civil Society Project – Nigeria

This position is contingent upon funding. 

Position Summary: Pact seeks a Financial Capacity Specialist for an anticipated USAID program in Nigeria to strengthen the capacity of civil society organizations (CSOs) to become integral parts of election activities. The Financial Capacity Specialist will be embed with the CSOs to ensure that the CSOs comply with financial management that are in line with the USAID rules and regulations, pact financial and procurement policies and local laws. Strengthen the capacity of pact Nigeria partners /CSOs to manage projects fund effectively by ensures proper understanding of the award document and implementation strategies.

Responsibilities:
• The Finance Capacity Specialist will work closely with the technical team on the project as well as the project capacity development, finance and operations teams in, to organize, design and implement appropriate finance and administrative capacity building interventions for project. 
• The Specialist will be responsible for managing and accounting for any expenses incurred by CSOs.
• Together with the program team, the officer will review and improve relevant Pact's capacity building manuals, materials and methodologies. 
• Develop and implement appropriate training interventions in relevant areas such as financial management, human resources management, budgeting etc. 
• Support partners and CSOs in the development of their own training interventions as well as finance and admin systems by ensuring quality control through the provision of necessary training of trainers and follow-up technical assistance/ongoing mentoring support.

Additional Qualifications:
• BS in Accounting, Business Management, or other related field and at least 7 years of relevant experience
• Extensive knowledge of Access, Excel, Quickbooks, Microsoft Navision Dynamics Software (Serenics), Word and PowerPoint and other database systems

Public Outreach Advisor, Electoral Empowerment of Civil Society Project – Nigeria

Position Summary: Pact seeks a Public Outreach Advisor for an anticipated USAID program in Nigeria to strengthen the capacity of civil society organizations (CSOs) to become integral parts of election activities. Public Outreach Advisor will work closely with CSOs and other stakeholder to develop and implement electoral public outreach strategies, which engage voters and other stakeholders with a view to promote participation and strengthening of democracy values and principles.

Responsibilities:
• Provide support to the CSOs and partners on planning, developing and implementing a comprehensive public outreach strategy, directed primarily at voters but also other stakeholders. 
• Encourage CSOs and partners engagement and dialogue with voters, civil society organizations, political entities and other relevant stakeholders, and promote inclusive participation of all stakeholders in electoral processes.
• In close cooperation with the Communication Advisor, the Public Outreach Specialist will develop effective public information and voter education campaigns for specific electoral events at all appropriate levels.
• Promote incorporation of electoral best practices and suggest innovative and effective ways to conduct public outreach for electoral processes.
• In consultation with other relevant Capacity Development Advisor, develop a public outreach capacity building curriculum for CSOs and partners; conduct on-job training as necessary.
• Ensure that cross-cutting themes such as gender and human rights are incorporated into CSOs electoral support in the area of public outreach. 

Additional Qualifications:
• Masters degree in Political Science, International Relations, Social Sciences, Public Policy, Public Administration, Journalism, Communications or related field.
• Minimum of 10 years functionally relevant professional experience 
• Comparative experience in election administration, with specific experience in public outreach, voter education and/or public information
• Experience in working directly with CSOs, with a focus on provision of technical advice and/or capacity building

Communication Specialist, Electoral Empowerment of Civil Society Project – Nigeria

Position Summary: Pact seeks a Communication Specialist for an anticipated USAID program in Nigeria to strengthen the capacity of civil society organizations (CSOs) to become integral parts of election activities. Communications Specialist will be responsible for the overall management, and technical oversight of an integrated communication strategy to promote electoral process in Nigeria. The Specialist shall work with the CSOs to develop , design and distribute election messages. .The Specialist will lead the development and strategic operations of knowledge and information management.

Responsibilities:
• Provide strategic guidance to CSOs in formulating official external relations program as means to effectively communicate key messages to the widest electoral stakeholders.
• Advise CSOs in the development of media and communication strategy and plan.
• Develop and lead implementation of an integrated communication strategy that promotes project messages to key audiences through diverse media. 
• Develop standardized reporting formats, regular reports and progress updates, briefing, bulletin for both CSOs and donors community. Also develop Monitoring and Evaluation plan for the implementation of civic/voter education, and public outreach activities.
• Create quick publications and templates for proposals, fact sheets, or report covers on an as needed basis with short turnaround. 
• Leads the development and strategic operations of knowledge and information management, including the technical infrastructure, to support effective communications to internal and external audiences.
• Oversees news, multi-media, e-communications, editorial, publishing, information management and technology functions.
• Leads the development of communications management infrastructure.
• Manages all communications activities on the ground, including interface with media.
• Keep an organized database of photos (including source of the photos, due credit, etc).
• Manages other print needs (brochures, CD-ROMs, booth materials, primers, etc.).

Additional Qualifications:
• Masters Degree in Communications, Public Health, or other relevant field. 
• 7 years of relevant professional experience in communications and dissemination.
• At least 3 years of experience in Nigeria is highly desirable. 
• Experience successfully managing staff. 
• Demonstrated leadership skills.
• Strong interpersonal skills and communication skills, initiative, and good judgment.

This position is contingent upon funding. 

Position Summary: Pact seeks a Capacity Building Advisor for an anticipated USAID program in Nigeria to strengthen the capacity of civil society organizations (CSOs) to become integral parts of election activities. Capacity Building Advisor will lead all Capacity building activities for both CBOs and other state partners. S/he will develop context specific support for each of the CBOs based on assessments of the capacities and needs. S/he will support the organizational improvements of our partner CBOs.

• Coordinate and maintain a sustainable capacity of CSO and partners for the project.
• Design and development of capacity development materials, manuals and methodologies/strategies ensuring its implementation in the project.
• Designing training interventions with relevant modules on advocacy and organizational capacity development including design and customization to suite the CSOs

Grants Manager – Nigeria

This position is contingent upon funding. 

Position Summary: Pact seeks a Grants Manager for an anticipated USAID program in Nigeria to strengthen the capacity of civil society organizations (CSOs) to become integral parts of election activities. This position provides overall leadership and oversight for all aspects related to grants and contracts. This requires close collaboration with Pact HQ and Pact regional offices to ensure application of Pact regulations and policies as well as periodic review of such policies and regulations to ensure that they continue to reflect the current donor environment, regulations and practices.

Responsibilities:
• Administer the full cycle of grants management activities beginning from pre-award assessments, monitoring/compliance visits and close-out procedures.
• Award and administer sub grants and consultancy agreements necessary to support local programs and projects 
• Ensure proper negotiation of the terms and conditions and their documentation for sub-grants and contracts, including support to government bodies handling electoral matters
• Develop contract and grant award documents
• Respond to issues that arise during grant, subgrant, and contract program implementation including financial reporting, modifications, oversight of compliance with terms and conditions and resolution of disputes, and resolving audit findings.
• Provide policy guidance and interpretation for program staff as well as sub-grantees. 
• Ensure timely training of grantees and Pact staff to understand and comply fully with donor standards. Carry out regular trainings as needs arise for grantees. Develop training materials and carry-out regular trainings with grantee partners.
• Develop a local contracts and grants management manual that is updated and accurately represents the procedures carried out by Pact
• Ensure that office systems for grants and contracts administration are fully up to date and maintained and that regular reports are provided to Pact's headquarters office. 
• Respond to inquiries regarding compliance with terms and conditions under awards from a variety of donors. When required, prepare requests for and obtain clearances / approvals / deviations from donors. 
• Ensure that all required documentation is available and stored as per Pact regulations.
• Assist with reviewing budget estimates for allowability, reasonableness , allocabilty and consistency 
• Oversee closeout of awards, and provide oversight to staff for closeout of awards including preparation of final inventories, property disposition under contracts and grants received by Pact. 

Additional Qualifications:
• BA and at least 5 years of relevant experience (or equivalent)

Preference for:
• Experience in a similar role managing grants design and administration and managing and overseeing distribution of grants and contracts.
• Grants under contract experience required.
• Knowledge of USAID rules and regulations as related to contracts and cooperative agreements; working knowledge of OMB Circulars and Code of Federal Regulation
• Experience assessing the responsibility and grant-worthiness of organizations through financial statements, audits, and other documentation presented in a proposal or in support of an award.
• Proven capacity to design and deliver a range of training and technical assistance programs to build full range of capacities for grant management.
• Fluency in English and proficiency in at least one other language

Deputy Chief of Party, Electoral Empowerment of Civil Society Project – Nigeria

This position is contingent upon funding. 

Position Summary: Pact seeks a Deputy Chief of Party for an anticipated USAID program in Nigeria to strengthen the capacity of civil society organizations (CSOs) to become integral parts of election activities. The Deputy Chief of Party is responsible for ensuring quality implementation under the project framework and ensuring high-quality technical programming through hands-on guidance and support grounded in the project’s strategic objectives and adhering to expected technical quality and reporting requirements. The DCOP supports project planning, including the production of annual work plans, and development of quarterly reports. 

Responsibilities:
• Support the development of capacity building interventions with CSOs in accordance with the project design. 
• Provide training and mentoring to partners to strengthen capacity for technical service delivery and compliance with donor rules and regulations
• Develop training materials for financial management, monitoring and evaluation, project planning and proposal development, and operations and procurement systems
• Carry out periodic organizational capacity assessments and monitor CSO progress against institutional strengthening plans
• Facilitate peer to peer exchanges and learning events as well as development of advocacy skills
• Support the development of capacity development interventions with LGAs in accordance with the project design. Provide training and mentoring to partners to strengthen capacity for technical service delivery and compliance with government rules and regulations
• Develop training materials for financial management, monitoring and evaluation, project planning and proposal development, and operations and procurement systems
• Support networking and information sharing among stakeholders and partners
• Support quality data collection, including quantitative and qualitative
• Perform baselines assessments
• Support preparation of donor reports 
• Perform other duties as assigned
