The UNIDO Regional Office in Nigeria (RON) works closely with private and public sectors, the UN System and development

partners in the delivery of the organization’s mandate. The Organization’s technical assistance to member states focuses on three main thematic areas: (a) Poverty reduction through productive activities; (b) Trade capacity-building, and (c) Energy and environment.

 

Project - National Country Programme (120552)

The UNIDO Regional Office in Nigeria (RON) implements regional and country specific projects with technical support from the Headquarters. It is also developing Country Programmes in support of the industrial development aspirations of countries under coverage. In Nigeria, RON is implementing a Country Programme (CP) with projects in the three thematic priorities of the Organization in partnership with the Federal and State Governments through their Ministries, Departments and Agencies and the private sector.

 

The Private sector development component of the CP focuses on activities to promote competitiveness of the manufacturing sector. Within this framework, focus is on strengthening the SMEs by specifically targeting development of industrial clusters in the non-food value chains, leather & leather goods, textile & garment, and the automotive sectors. Keeping in mind the significant potential contribution of SMEs towards employment generation, poverty reduction and wealth distribution and opportunities, the expert will collaborate with relevant partners and stakeholders to implement the private sector component of the CP for a competitive manufacturing sector and SME development. The expert will promote private sector and SME development bearing in mind cross cutting issues of gender and youth.

 

Duty station: Abuja, Nigeria.

Main Functions

The expert will work within a multidisciplinary team under the direct supervision of the UNIDO Representative in Nigeria and in close cooperation with the relevant technical backstopping officers based at the UNIDO Headquarters in Vienna. The main duties of the Private Sector and SME Development Expert include the following:

 (1) Identify needs of, and proffering practical solutions to SME clusters for investment, technology transfer and trade facilitation in coordination with partner institutions;

 

(2) Develop and support the implementation of projects specifically targeting women and youth and serve as coordinator of all such activities;

 

(3) Identify new and innovative programming opportunities for the introduction and upscaling technologies in non-food processing, leather and leather goods, textile & apparel, automotive sectors, etc.;

 

(4) Build strategic partnership with private sector, development partners, governments and non-governmental institutions at Federal and State levels for programme development;

 

(5) carry out analysis of the SMEs sector to identify weaknesses, strengths, prospects and propose recommendations;

 

(6) Review available literature including country reports, technical papers and participate in national and international forum to bring back cutting edge approaches to design new interventions/approaches to expand UNIDO reputation in Nigeria and internationally;

 

(7) Organize trainings/study tours to improve investment, entrepreneurship, access to finance and technology acquisition, etc. for SMEs and the organized private sector;

 

(8) Contribute to advocacy and communication of UNIDO project results and impact;

 

(9) Contribute to mobilizing resources from traditional and non-traditional donors, including the private sector and foundations;

 

(10) Provide periodic reports on the implementation of technical cooperation programmes including the Country Programme;

 

(11) Provide input in preparation of country reports particularly in the areas of SME and Private sector;

 

(12) Perform other duties as assigned by the UNIDO Representative in Nigeria.

Education:

Main Functions

The expert will lead the energy thematic area of the Country Programme and will work with strategic partners to identify opportunities for collaboration as well as resource mobilisation to support the growth of the energy and environment portfolio.

The expert will work within a multidisciplinary team under the direct supervision of the UNIDO Representative in Nigeria and in close cooperation with the relevant technical backstopping officers based at the UNIDO Headquarters in Vienna. The main duties include the following:

 

(1) Identify new and innovative programming opportunities for the introduction and up-scaling technologies in areas such as

Renewable and Rural Energy, Energy Efficiency;

 

(2) Act as the focal point on all programmatic issues on Energy and contribute to the Global Environment Facility (GEF) supported UNIDO projects in Nigeria;

 (3) Build strategic partnership with private sector, development partners, governments and non-governmental institutions at Federal and State levels for programme development;

 

(4) Carry out analysis of the renewable energy sectors to identify weaknesses, propose recommendations;

 

(5) Review available literature including country reports, technical papers and participate in national and international forum to bring back cutting edge approaches to design new interventions/approaches to expand UNIDO reputation in Nigeria and internationally;

 

(6) Organize trainings to improve investment, entrepreneurship, access to finance and technology acquisition, etc. for SMEs and the organized private sector with focus on Sustainable Energy for All (SE4All);

 

(7) Contribute to advocacy and communication of UNIDO project results and impalct and interact with the Government, development partners, financing institutions, multilateral and bilateral organizations and other strategic partners to mobilize resources for programmes;

 

(8) Contribute to mobilizing resources from traditional and non-traditional donors, including the private sector and foundations;

 

(9) Provide periodic reports on the implementation of technical cooperation programmes including the Country Programme in accordance with UNIDO guidelines;

 

(10) Liaise with other UN organizations, multi-and bilateral development agencies, institutions, private sector & NGOs with related scope of work for cooperation and synergy.;

 

(11) Any other assignment requested by the UNIDO Representative.

Project - National Quality Infrastructure (130220)

 

The National Quality Infrastructure (NQI) project, funded to the tune of EUR 12 million by the European Union (EU), aims to support the improvement and establishment of standards and quality control agencies in Nigeria. The project is part of a wider financing agreement signed between the European Union and Nigeria to stimulate the competiveness of the country, and is one of the EU’s many contributions to the people of Nigeria under the 10th European Development Fund.

 

The specific objective of this project is to support the development of the missing standards and quality control bodies in order to improve the quality of products and services exchanged in the Nigerian and international markets. The project will achieve its objectives through the following:

(a) Promulgation of a National Quality Policy and ensuing legislation for the NQI;

(b) Establishment of a National Accreditation Body;

(c) Development of a National Metrology Institute;

(d) Improvement of Organized Private Sector (OPS) patronage of the NQI and their capacities to create and support conformity assessment bodies (CAB); and,

(e) Enhancement of the consumer protection role on quality issues as well as increased capacities of consumer associations to lift up the quality offer/culture of Nigerian enterprises.

 

Through this project, the Federal Ministry of Industry, Trade and Investment (FMITI) will be assisted in reviewing the legislative framework surrounding Metrology, Standards, Testing and Quality (MSTQ) with particular emphasis on promulgating and implementing a National Quality Policy. The project will help to upgrade capacity within the Standards Organization of Nigeria (SON), the Weights and Measures Department, FMITI, National Agency for Food & Drug Administration and Control (NAFDAC), Consumers Protection Council (CPC). These objectives are supported by strengthening the standards, testing and conformity infrastructure and enhancing product competitiveness through quality and productivity development and industrial upgrading.

Duty station: Abuja, Nigeria

Main Functions

Under the direct supervision of the UNIDO Representative (UR)/Team Leader at UNIDO Regional Office in Nigeria, the National Junior Consultant will be responsible for supporting the efficient implementation of project activities. Furthermore the consultant will closely collaborate with Project Component Managers and support staff in both Nigeria and UNIDO

Headquarters (HQ):

 

(1) Follow up on all technical actions/activities of the project in Nigeria and in collaboration with HQ project managers and staff, prepare necessary reports;

 

(2) Follow up on activities agreed upon with project beneficiaries and other stakeholders to ensure effective and efficient delivery;

 

(3) Keep in view all project activities and inform the team leader and project team in a timely manner OF changes or modifications required;

 

(4) Support project team to devise and execute project work plans including a list of milestones for execution;

 

(5) At the request of the Team Leader/UR and project managers, revise work plans as appropriate, to meet the changing needs and requirements;

 

(6) Support the Team Leader/UR and team in all technical and coordination activities ensuring efficient implementation of the project;

 

(7) Work closely with the project team in Nigeria and HQ to understand operational issues and challenges as they arise, and assist in managing day-to-day operational aspects of the project;

 

(8) Support the preparation of technical project reports and collate relevant information for the drafting of such reports;

 

(9) Carry out research and collect relevant data/information in cooperation with HQ team as requested by the Team

Leader/UR;

 

(10) Contribute to all visibility activities of the project;

 

(11) Any other assignment requested by the Team Leader/UR.
