Polio Consultant (Communication/Social Mobilisation)

Purpose of Assignment:

Polio eradication is a corporate priority for UNICEF globally. Nigeria is one of the three remaining countries where polio is still endemic and UNICEF has committed itself in front of partners, donors, and national governments to continue the work on polio eradication until the goal is reached.

With the declaration of polio as a public health emergency, Nigeria is intensifying its efforts to ensure polio is stopped for good. As a key partner in the effort to eradicate polio, UNICEF has the lead role in communicating to families and communities about the importance of taking the oral polio vaccine to prevent polio. UNICEF is currently scaling up its human resource capacity in the high risk states of the country where polio continues to persist. More than 8000 volunteer community mobilizers, volunteer ward supervisors, LGA social mobilization supervisors and state social mobilization supervisors are being hired to support intensified communications activities in the field.www.justjobsng.com This new system requires a significant amount of additional administrative support to ensure the team functions smoothly in this programmatic emergency.

Northern Nigeria has one of the lowest rates of immunization coverage in the world. In many parts of the north, barely 10% of children receive all of their routine vaccines. Although Nigeria has made significant progress towards the target of stopping polio, intensive household and community engagement approaches must be sustained to ensure demand for immunization across the northern high risk states.

UNICEF is seeking the services of communication consultants to act as the State Team leader priority states to coordinate communication and mobilization activities together with the key partners at the state and LGA level.

  1. Programme ID & Specific Project Involved: Project IR 02: Immunization Services: At least six UNDAF states (including FCT) and nine High Burden States of Intervention (HBSI) support the roll out of REW Implementation to the health facility levels.
  2. Specific Objectives:

Under the direct supervision of the Communication Specialist and the Chief Polio Communication; to work with the state Emergency Operation Centre, NPHCDA, SPHCDA, WHO, CDC, Communication and EPI Teams to strengthen areas related to social mobilization data utilization and application aimed at the eradication of polio.

Specific Project Objectives to which the consultant is related: Under the technical guidance of the Chief, Polio Communication Section, Abuja and the supervision of the Polio Communication Specialist, Field Offices the consultant will coordinate and support the State to develop and implement State social mobilization strategy for Polio eradication. The consultant will also support the State Team on their day to day polio and other supplemental immunization activities, aiming to achieve results in the short term and in close coordination with the partners in immunization activities. The consultant will act as the team leader for the UNICEF polio communication team of the state, providing technical assistance and oversight to the UNICEF infrastructure at state, LGA and all levels.

  3. Major Tasks to be accomplished:

• Coordinate with State team on planning, implementation, monitoring and evaluation of supplemental immunization activities, especially the advocacy and social communication component; and support targeted social mobilization activities while providing direct oversight for the UNICEF cluster consultants and Third Party LGA Social Mobilization contractors recruited and deployed by UNICEF and the STOP team members deployed at state level. The incumbent will ensure intensified actions at State, LGA and community levels with a special emphasis on overcoming refusal of vaccination by building public trust in the safety and need for OPV and improving its acceptance. Identify constraints, challenges and opportunities for program delivery with State Team and State Social Mobilization Working Group.
• Adapt and use appropriate communication models at community level in all high risk LGAs in State. Monitor all UNICEF funded activities related to advocacy, social mobilization, logistics of polio eradication and supplemental immunization. Establish and maintain coordination with the work of other partners in the assigned State. • Provide technical guidance in the design, preparation and use of targeted communication materials in appropriate languages for Government frontline health workers/media networks, traditional and religious opinion leaders, village development/community groups and households. • Strengthen house to house strategy of IPDs and the Intensified Ward Communication Strategy with massive media campaign and targeted application of social marketing strategies. • Support assigned State to develop community communication packages for polio eradication and other supplemental immunization activities and inter-sectorial programmes for use at State level. • Support State Governments and State teams to prepare micro plans and make other arrangements to ensure good quality campaigns • Mobilize support for PEI through advocacy, training and awareness building programmes targeting a variety of groups to include State Governments, media, public relations networks, and traditional, religious and other s and community networks. Facilitate State & LGA Social Mobilization Working Group and Committees and ensure holding of the committee meetings before each IPD by using social data for planning. • Provide leadership and direction in the application and use of social data for developing strategies for IPD and for in between rounds activities.
• Monitor and evaluate polio communication implementation activities by regularly analyzing and using social mobilization data, undertaking field visits and other existing study/surveys. On the basis of these to identify problems and propose remedial action, identifying alternative courses of action to accelerate/improve service delivery. • Participate in the preparation of all programme reports required by the State. Share information regularly with the Chief & other members of Polio Communication section and the Field Offices. • Undertake other tasks related to communication that might be required by the Chief Polio Communication Section. 7. End Product: (e.g. final report, article, document etc.)
Expected Output: • A detailed work plan at the beginning and monthly work plans thereafter (1st week of each month) • Monthly report of activities, outcomes, mission reports and Notes for the Record (NFR) on meetings etc. (monthly) • One report after each IPD by using a supplied template on intervention and other social mobilization indicators. (as per IPD conducted) • One end of contract, PowerPoint presentation to be used in debriefing Chief of Field Office, Polio Communication Team and other relevant staff members. • One end of contract Report

Expected results: • Facilitation of implementation of State and LGA Social Mobilization and high risk operational (HROP) Plans and Intensified Ward Communication Strategy. • Third party State Social mobilization Consultants are supervised. • OPV administration barriers identified, analyzed and overcome by Social mobilization groups and key influencers. Number of missed children and proportion of Non Compliances are reduced. • Nigeria Community Engagement Model (NICE) implemented at all levels by all stakeholders. • State Communication packages on PEI in relevant languages are developed and implemented. • Polio and RI, M&E reports are available at State, Field Office and Abuja levels. • Contribution to other State reports made and shared with Field Office and Abuja. • Should add a bullet about capacity building in IPC skills for health workers The primary outcomes will be: Quality implementation of all IPDs/Polio Supplemental Immunization Activities. • Reduction (to almost zero) in level of non-compliance and % of missed and zero-dose children. • Increased commitment from LGA officials through frequent feedback and engagement. • Health workers and other service providers skilled in the use of in interpersonal communication and negotiation skills. • Increased capacity of Social Mobilization and General Third party consultants through hands-on experience working with the Consultants. • Social mobilization working group and committees at State & LGAs hold regular meeting and used social mobilization data for planning, monitoring and implementation. • Improved use of social (and EPI) data in communication strategy development and planning by the state Social Mobilization Working Group members through technical supervision of the national Communication Consultant and STOP team members.

  1. Qualifications or specialized knowledge/experience required: Masters Degree in Social Sciences or related technical field preferably in Media/Public Relations At least five (5) years progressively responsible professional work experience at national and particularly international levels in programme planning, management, monitoring and evaluation in Immunization Programmes.

Fluency in English, knowledge of another UN working language is desirable. Knowledge of local working language of the duty station an asset.

Experience in social mobilization and communication and polio eradication campaign, IEC material development, training and negotiation skills and team building.

Basic competencies include: • Current knowledge of development issues, strategies as well as programming policies and procedures in international development cooperation • Proven ability to conceptualize, innovate, plan and execute ideas, as well as to impart knowledge and teach skills • Managerial and supervisory skills • Good analytical, negotiating, communication and advocacy skills • Computer skills, including internet navigation and various office applications • Demonstration of ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization.

  1. Estimated time of consultancy and deadline for submission of end product: The consultancy is for 11 months, with an initial four months contract raised to fill the position while finalizing funding arrangements with the donor partners for the entire period
