Mechanical Maintenance Engineer (LLI & ROTATING EQUIP.)

TASKS/ACTIVITIES
The SERVICE holder will within the frame work of an integrated Project team during Detailed Engineering/and Construction be
- The Mechanical Long Lead Items (LLI) and Rotating Equipment representative within the Field Operations Maintenance and Inspection team for the Client’s Development Project, working within the frame work of integrated Project team during the Detailed Engineering and Construction Phases.
- Responsible for assisting in developing the technical content of the Maintenance Method’s and Process’s for the Client’s FPSO Mechanical Long Lead Items (LLI) and Rotating Equipment in the field of rotating equipment and
machinery, power generators (Turbo and Diesel), compressors, pumps, HVAC, marine floating units including the responsibility for Maintenance plans, Spare Parts recommendation, Work Procedures in accordance with the Maintenance policy and Company Specifications and Safety Standards.
- The focal point for the Maintenance and Inspection within the Field Operations for all entities involved in the Client’s LLI and Rot. Equipment.
- Responsible for assisting in defining and executing studies of Mechanical Long Lead Items (LLI) and Rotating Equipment maintenance/operational requirements, guaranteeing the technical expertise and ensures respect of
deadlines and costs.
- Responsible for contributing to the defining and coordinating of maintenance activities related to Mechanical Long Lead Items (LLI) and Rotating Equipment during the project detailed engineering and construction phases.
- Responsible for advising and updating Field Operations on Mechanical Long Lead Items (LLI) and Rotating Equipment Maintenance requirements and proposes the appropriate studies and providing expert appraisal.
- A contributor to the Mechanical Long Lead Items (LLI) and Rotating Equipment policy, organizations, and procedures.
Required to participate in RCM studies in order to ensure that LLI and Rot. Equipment Maintenance requirements are taken into consideration.
- The prime contact for MAINTENANCE AND INSPECTION and participates in Project LLI and Rot. Equipment committees on an as required basis.
- Responsible for the follow up of the Maintenance Contractor ensuring all deliverables and reports with respect to Mechanical Long Lead Items (LLI) and Rotating Equipment are submitted as and when due.
- Responsible for reviewing all Mechanical Long Lead Items (LLI) and Rotating Equipment deliverables and reports generated by the Maintenance contractor.
- Responsible to assist in the review of the deliverables/reports for the Mechanical Long Lead Items (LLI) and Rotating Equipment work generated by MIEC contractor.
- Responsible for the follow up of the execution of Mechanical Long Lead Items (LLI) and Rotating Equipment systems Baseline inspections, Factory Acceptance Tests (FAT) and collecting of the relevant data.
- To control that the proper documents & data required for maintenance have been duly obtained, followed-up and to check that the progress measurement gives realistic information.
- To co-ordinate the preparation and the implementation of LLI and Rot. Equipment Materials Management System (UNISUP MM tool).
- To co-ordinate the preparation and the implementation of LLI and Rot. Equipment data to be loaded in Computerised Maintenance Management System (UNISUP PM Tool).
- Follow up the pre-commissioning and commissioning of the LLI and Rot. Equipment.
- To review, control and validate the final report of MAINTENANCE AND INSPECTION LLI and Rot. Equipment activities.
- Responsible for setting up and maintaining the Mechanical Long Lead Items (LLI) and Rotating Equipment database.
- Responsible for managing the Mechanical Long Lead Items (LLI) and Rotating Equipment deliverables Database.
- Responsible for the incorporating all MIEC generated Mechanical Long Lead Items (LLI) and Rotating Equipment related data in to the Integrity system.
- Any other responsibilities/activities within the limits of the SERVICE holder’s capabilities.

HEALTH, SAFETY AND ENVIRONMENT RESPONSIBILITIES
Ensure that Risk Assessments are conducted for Field Operations work activities, and implemented via the use of work permits, and daily Tool box talks.
Participate in the selection of HSE training for Field Operations personnel.
Participate in site emergency preparedness and ensure implementation of improvement measures after regular exercises
Report anomalies and incidents promptly, and ensure feedback on implementation of corrective actions is cascaded to the work force.
Ensure the implementation of HSE Management system on Field operations activities.
Participate in Site HSE Committee meeting.
To fully comply with office security, health and safety instructions.
To stay vigilant and maintain continuous awareness of hazards and surroundings.
To report to Management on any issue they may face or observe and propose way of improvement.
To also take care of colleagues safety and behavior without hesitating to intervene as much as necessary. To give his own input and making sure the workplace is safe (obviously clean and tidy).
When in doubt, ask questions to gain clarification.
To fully comply with Security rules about travelling in Nigeria.

QUALIFICATIONS/EXPERIENCE
- Education: B. Eng (or equivalent) in Mechanical Engineering.
- Professional experience: 5 - 7 years of which 3 yrs working on Maintenance and Mechanical operations in Engineering, Projects or Oil and Gas Facilities with emphasis on Deep Offshore Production methods.
- Skills required: Good supervisory, presentation and communication skills, team management skills
- Understanding and experience in Maritime Classification, rules and regulations applicable to Mechanical Engineering on Floating installations.
- Risk analysis, Safety of persons and facilities
- Maintenance methods, Metering, Inspection techniques
- Language: Fluent in English, French is an advantage

OLT QA/QC Turret Inspector

ACTIVITIES
The service holder is responsible for execution of site inspection surveillance and validation of all required fabrication and construction process activities and result of Works with the Contractor and Subcontractors, including welding, NDT, painting, testing, dimension control, etc, at the OLT Turret Worksite. He reports hierarchically to the UFR QA/QC Leader, with functional reporting to OLT Turret Construction Superintendent. The holder of the position shall in particular:
• Ensure that the required specialised technical competence in welding, NDE, painting, various tests, etc, at all levels and adequate facilities are maintained by the Contractor and Subcontractor for the Works at the Worksite.
• Review the Contractor, Subcontractor and Vendors’ QA/QC documentations and work procedures related to welding, NDE, painting, tests, etc; and ensure that the staff and process qualifications, products and equipment comply with project quality technical and safety requirements.
• Be in charge of quality and technical surveillance of Contractor and Subcontractor’s Works in compliance with approved Quality Control Plans (QCPs) & Inspection & Test Plans (ITPs).
• Follow up of processes, qualifications and production tests, any mechanical test to be carried out in approved laboratory; including review of technical queries and deviations requests related to the welding, NDE, painting, tests, etc, for the OLT Turret Works.
• Ensure that the Works are carried out in accordance with best practices, project specifications and standards; providing technical guidance to Contractor and Subcontracts Work teams.
• Monitor and report on quality control activities at the Worksite to the QA/QC Leader and to the OLT Turret Construction Superintendent.
• Carry out regular inspection and audit of facilities employed for the Works to ensure optimal performance and reliability.
• Review, monitor and report daily the status of inspection and test activities executed by the Contractor, Subcontractors and Vendors at the Worksite.
• Monitor Contractor and Subcontractor’s verification of welding and coating products certification with incoming products by batch numbers, ensuring that expiring dates and required storage conditions are respected.
• Monitor Contractor and Subcontractor’s traceability system (daily reports, batch numbers, QC inspection reports, etc), including control and traceability of project materials incorporated or to be incorporated to the Works.
• Follow up NCRs and CARs related to the welding, NDE, painting, tests, etc, and take appropriate actions to ensure closure of pending issues accordingly.
• Conduct “X” check of NDE Operators and test equipment. Perform independent “X” check & testing of structures, piping and fittings (forgings, cold bending, weldments, etc.).
• Report any problem without delay to the QA/QC Leader and OLT Turret Construction Superintendent and provide technical assistance to Contractor or Subcontractor as required or necessary.
• Ensure that the documentation related to the OLT Buoy Turret is properly filed by Contractor and Subcontractor which shall be provided as part of the as-built documentation.

HSE
• To ensure that an effective implementation of HSEQ requirements is applied, as appropriate at Worksite.
• To take time for checking safety documents and permits at Worksite.
• To ensure that risk assessment prior to starting of a new activity is properly conducted and understood by personnel involved.
• To make himself visible at Worksite and available/approachable for discussion about HSE concerns.
• To demonstrate evidence of his relationship to safety with clear communication on site about commitment to safety.
• To continuously assess safety behaviour of personnel and intervene with a pro-active approach explaining and coaching.
• To take every opportunity at site to communicate with workforce about safety, listening on difficulties, sharing his own experience and proposing applicable solutions.
• To be involved in incident investigation and follow-up actions implementation.
• Participate at safety tours, visits, tool box talks, JSA, etc, at the Worksite as required or necessary.
• To ensure that an effective implementation of HSE system is applied, as appropriate at site.
• To take time for checking safety documents and permits at site.
• To ensure that risk assessment prior to start new activity is properly conducted and understood by personnel involved.
• To make himself visible at site and available/approachable for discussion about HSE concerns.

ACCOUNTABILITIES
• Directly responsible for quality control follow up on Worksite to ensure that all construction activities are done with high degree of quality by technical inspection.
• Within full compliance to HSEQ rules the service holder is accountable for ensuring that Contractors / Subcontractors perform welding, NDE, painting and all QC inspection activities in accordance with COMPANY General Specification,
project requirements, specified acceptance criteria and quality, ensuring timely completion of Works at the Worksite.
• Report to the UFR QA/QC Leader with functional reporting to the OLT Turret Construction Superintendent.

QUALIFICATIONS / EXPERIENCE REQUIRED
• Minimum Diploma or equivalent in relevant discipline with 5 years minimum experience in QA/QC role in the Oil and Gas Industry.
• Certified welding Inspector (CWI) or CSWIP or equivalent. Must have ASNT or EN473 Level II for Radio, UT, MPI, as a minimum.
• Good knowledge of Total technical referential and HSE Golden Rules. Good knowledge of welding processes. Very good knowledge of material and equipment. Very good competencies related to NDE Techniques. Familiarity with Contractor, Subcontractor & Supplier documentation i.e. QCP/ITP, Construction / Fabrication Dossiers, Material Certification, Quality Records etc.
• Ability to read fabrication drawings including welding symbols.
• Team oriented, good communication, motivational, coordination and delegation skills.
• Fluent in English (both verbal and written)

Turrent Construction Superintendent

The Service holder has the overall responsibility for the OLT Buoy Turret construction activities in PT Profab yard at Indonesia, and reports hierarchically to the Buoy Package Manager, with functional reporting to UFR Construction
Manager. The holder of the position shall in particular:
• Be in charge of supervision of all OLT Buoy Turret fabrication and construction activities at the Worksite to ensure completion of scope and achievement of the project objectives in terms of safety, schedule, cost, quality and in
accordance with contract specifications.
• Coordinate Contractor and Subcontractors fabrication and construction activities in terms of work preparation, schedule, interfaces, etc, to ensure effective organization and efficient performance on the work.
• Represent COMPANY at the Worksite with relevant authorities and be COMPANY construction contact point for all Works carried out for OLT Buoy Turret, while reporting to the UFR / OLT Project Management.
• Manage COMPANY team personnel at the Worksite, and advice Management on adequate resourcing and organization for supervision of Works at the Worksite.
• Organise and maintain good relation with Contractor and Subcontractors as required for smooth execution of the OLT Buoy Turret Works at the Worksite.
• Be proactive at anticipation of problems related to the work; reporting any discrepancy, delay or other issues; articulating necessary preventive, mitigation or corrective actions, and enforcing Contractor and Subcontractors implementation of necessary actions.
• Keep abreast of contract requirements as they affect construction and Worksite activities, and to participate in evaluation and analysis of problems and solutions.
• Verify consistency between detailed engineering, construction engineering, procurement documentations and construction methodology, as relevant for the Turret construction activities, ensuring proper assistance is provided by
COMPANY engineering team to the Worksite construction team.
• Review and comment (or approve where applicable) project documents: Method Statements, Work Procedure and any other Contractor deliverables in due time as may be required.
• Review and analyse Work Planning and Schedule updates, in coordination with the COMPANY Project Control team, in order to optimise and avoid clashes in work sequences and between activities of Contractor / Subcontractors.
• Monitor the expected versus achieved Works using necessary tools and techniques including computer software, focusing on potentials for delay and adequacy of resources, and reporting accordingly.
• Organize project meetings at the Worksite involving relevant entities: Contractor, Subcontractor and COMPANY team, as required or necessary on issues related to or that impact on the Works and ensure tracking and implementation of action points and dissemination of information within the team.
• Consolidate and issue the Worksite activities daily, weekly and monthly internal reports
• Assist with inputs to any specific project reports, presentations, etc, as may be requested by Management.
• Follow up and track procurement items deliveries vis-a-vis construction schedule requirements, and implementation of required or necessary inspection activities, ensuring materials and equipment compliance to project specification and good quality.

• Ensure that site modifications are requested, approved, implemented and documented for as-built in accordance with approved project procedures.
• Responsible for follow up and coordination of all load-out operations and activities at the Worksite.
• Liaise with COMPANY Construction Manager on routine basis for resolution of construction issues.
• Promote and maintain smooth and seamless communication with Contractor and Subcontractors at Worksite and with COMPANY teams during all phases of Works.
• Ensure that as-built dossiers comply with all QA/QC requirements and in accordance with project specifications.
• Responsible for the preparation of the close-out reports for construction activities at the OLT Buoy Turret Worksite

HSE
• Demonstrate leadership for implementation of COMPANY HSEQ requirements, and contribute to meet Project HSE objectives while ensuring HSE requirements are taken into consideration during the construction phase to minimize risk to people and assets at any time during the Works.
• Ensure set up at the Worksite of appropriate organization, that Contractor and Subcontractors implements properly the HSE plan at the Worksite, and that proper monitoring and recording of HSE performance are maintained at the Worksite.
• Ensure that safe working practices are promoted and carried out within COMPANY, Contractor and Subcontractor organisation during the Works in accordance with COMPANY HSEQ policy.
• Ensure that designs implemented at the Worksite are approved by relevant Third parties (Certification and/or Classification and/or MWS) when applicable.
• Provide construction input to update the OLT Risks Register along with all mitigation measures, in close coordination with COMPANY, Contractor and Subcontractor teams.
• Participate in various technical reviews (COMOPS, SIMOPS, HAZID, HAZOP, PTR, Risk Assessments, Audits, etc) and ensures implementation of recommendations as necessary.
• Lead and participate to safety tour, visits, tool box talks, etc, at the Worksite as required or necessary.
• To ensure that an effective implementation of HSE system is applied, as appropriate at site.
• To take time for checking safety documents and permits at site.

• Degree or Higher Diploma (or equivalent) in relevant engineering discipline: mechanical, structural, etc, with proven sound Oil & Gas fabrication and construction working experience (5 years minimum) at level of a Superintendent or its equivalent.
• Minimum 10 years of working experience in Oil and Gas industry construction activities. Good knowledge of international design codes / standards and COMPANY general specifications.
• Experience in management of multiple skilled and diverse teams. Should be team oriented with good communication, motivational, coordination and delegation skills.
• Good computer skill, particularly office Microsoft software: Excel, Word, PowerPoint, Outlook, etc.
• Fluent in English (both verbal and in written).

Quantity Surveyor / Claim Analyst

In the area of the execution of the four (4) packages (UFR, OLT, Umbilical and Line-pipes), the job holder will be required to:
• Develop claims avoidance measures and assist with the resolution of contractual claims (Change Order Request) on day to day basis;
• Prepare, negotiate, and administer the cost aspects related to Change Order Requests / Change Orders on day to day basis;
• Estimate and monitor cost time resource activities for Change Orders on reimbursable basis on day to day basis;
• Monitor costs during the execution of the four (4) packages, determining the final costs of the packages on day to day basis;
• Track any event which may affect the CONTRACT Price and WORK TIME SCHEDULE on day to day basis;
• Estimate cost and make analysis of potential Change Order Requests when requested;
• Produce cost reports and cost monitoring against Change Order Requests / Change Orders when requested;
• Communicate contractual requirements to contractor and monitor for compliance when requested;
• Ensure data is collected and assembled for historical database of execution cost, schedule, resources and progress metrics when requested;
• Provide support in the areas of procurement and subcontracting when requested.

ACCOUNTABILITIES
• He / She shall represent the four (4) packages (UFR, OLT, Umbilical and Line-pipes) in all aspects of cost/price estimating of the execution works. He / She shall manage the related cost and contractual matters, protecting the PROJECT and COMPANY’s position with regard to all variations.
• HSEQ responsibilities:
a) Support and enforce the HSEQ Project objectives and directives b) Support
and implement the Project HSEQ management system

QUALIFICATIONS/EXPERIENCE REQUIRED
Qualification: Relevant engineering degree, BSc in Quantity Surveying is desirable.
Professional Experience (number of years): Minimal 15 years experience as a Quantity Surveyor, Minimal 10 years experience in the Oil & Gas industry, good contractual knowledge, good communication skills.
The successful candidate will be expected to protect the Project's contractual and financial interests while maintaining good relations with the Contractor. Shall be conversant in all aspects of pre and post contract quantity surveying duties, familiar with contractual obligations, breaches and remedies. Refer potential problem areas and advice on project costs. Have good knowledge
and understanding of the component parts of a project and overall construction costs. Numerically accurate. Flexibility on being
office or site based.
