Project Coordinator, Climate Change

 

The Project Coordinator will coordinate regional and support country level processes aimed at fostering stronger partnerships to support capacity building and advance the climate change policy dialogue and processes within the framework of the ECOWAS Environmental Policy and climate change initiatives and engage in the development and implementation of the ECOWAS Sub-regional Strategic Programme on Climate Change. 

 

Duties and Responsibilities

  • Facilitate the development and implementation of the ECOWAS Sub-regional Strategic Programme on Climate Change;
  • Engage and facilitate ECOWAS sub-regional and national capacity development programmes and meetings, including Sub-regional Climate Change Steering Committee meetings, prepare session reports with a view to developing a common understanding, approach and position on climate change initiatives;
  • Coordinate the development of sub-regional and facilitate the development of national adaptation, mitigation, funds mobilization and carbon finance facilities;
  • Review, take stock and analyze on-going African and other international climate change adaptation/mitigation processes in order to identify opportunities for the ECOWAS sub-region, member states and institutions;
  • Though the Director, collaborate and liaise with the African Union Advisor on climate change and other Regional Economic Communities in preparation for a Common African Position towards various UN Conferences of Parties, with clear roadmaps and milestones;
  • Work in collaboration with other relevant Directorates/Departments, Institutions and Centres of ECOWAS to ensure climate mainstreaming, databases development and early warning;
  • Undertake a Strategic Environmental Assessment of the Sub-regional Strategic programme on Climate Change;
  • Prepare quarterly and annual progress, monitoring and evaluation reports for review;
  • Perform any other duties that may be assigned to him/her by the supervisor.

Qualifications/Experience/Skills

Qualifications and Experience:

  • A Bachelor’s  Degree in any of the followings: environmental or climate related sciences, earth related sciences, natural resources management, meteorology, environmental law or environmental economics Minimum of five (5) years of experience in management of climate change related issues;
  • Previous experience in an international organization would be an advantage;
  • Possession of a higher degree would reduce the required experience to three (3) years
  • Candidates, who will demonstrate hands on experience in implementation of the Rio Conventions, international negotiations, profound knowledge of sub-regional institutions working on climate issues, experience in management of regional integration issues, project management will be an added advantage.

Skills and competencies:

  • The ideal candidate should demonstrate good planning competencies,  analytical skills, excellent interpersonal relations, communication and report writing with graphics skills, must demonstrate the ability and aptitude for maintaining good working relations with a diverse group of professionals, as well as proven working knowledge of computer applications particularly in Word, Excel, Power Point, Research and Statistical based data analysis with GIS application.

Project Assistant, Climate change

Under the general supervision of the Project Coordinator, the Project Assistant will provide project management support as well as perform administrative support functions, which may include, but not limited to clerical duties such as personnel, registry, procurement and records management.

 

Duties and Responsibilities

  • Assist in the preparation of project work plans and progress reports
  • Support the preparation of documentation for workshops and briefing sessions
  • Collect, register, maintain information on project activities by reviewing reports and through first hand sources

Principal Programme Officer Cultural Affairs

 

Duties and Responsibilities

  • Coordinate the implementation of the ECOWAS Regional Cultural Programme and Plan of Action;

Programme Officer Energy Access and Energy Observation

 

Duties and Responsibilities

  • Assists in the coordination of activities of the Directorate of Energy in Energy Access, develops short, medium and long-term work programs and action plans, monitors the implementation of the community Energy Access program and propose necessary adjustment.
  • Assists Member States to define national Energy Access strategies and policies and ensures regional/national coordination.
  • Coordinates the activities of the National and Regional Multi-sectoral groups on access to Energy Services.
  • Coordinates work at technical level for the development and implementation of the Regional Action Plan for increasing access to Energy Services and set-up a regional capacity to implement this action plan.
  • Provides strategic and technical leadership to guide the work of the specialized Program Officer to contribute to the design, set-up and operation of those regional service lines to support Member States.
  • Coordinates the technical development of the Regional Capacity Building Program for investment and programs implementation.
  • Coordinates the technical development of a regional monitoring system for the implementation of the white paper.
  • Coordinates the technical development of regional financing mechanisms to support Member States in raising funds for their national energy access programs.
  • Closely coordinates ECOWAS work with its various partners on the Energy Access Program, and work to expand relevant partnerships.
  • Coordinates with regional and sub-regional bodies and with Member States at technical level.
  • Coordinates Member States development and promotion of pilot investment programs for scaling-up access to productive use of energy, modern cooking fuels and rural electrification. Ensures specific activities of the Renewable Energy and Energy Efficiency Centre are in sync with the regional energy access program at national and regional levels.
  • Sets-up a Regional Energy Information System. Ensures coordination with existing stakeholders and institutions having energy related database, including the WAPP.
  • Ensures regional Renewable Energy and Energy Efficiency activities and programs are in line with the regional energy access program and national energy access plans, by constant coordination with the Renewable Energy and Energy Efficiency Unit.
  • Develops Terms of Reference for relevant studies and performs oversight functions for the conduct of their implementation.
  • Performs any other tasks as may be assigned by the PPO/ Director, Energy Access and Renewable Energy.

Qualifications/Experience/Skills

Educational Qualification

  • Minimum of a Bachelor’s degree or equivalent in Mechanical, Electrical or Chemical Engineering or a similar related field

Experience

  • Minimum of five years of active professional work experience in the relevant areas in the public or private sector.

Accountant, Financial Reporting

The incumbent has responsibility for assisting with the development of financial policies and the execution of these policies as well as production of financial statements including the Income and Expenditure Statements, Balance Sheet, and other reports that may be required for management action.

 

Duties and Responsibilities

  • To analyze accounts and review/evaluate regular financial reports. Identify problem transactions and irregularities in related accounts, resolving them in a timely and effective manner.
  • To approve/Confirm that proposed obligations or expenditure for services, facilities supplies and equipment expenses, as well as those pertaining to personnel, are in accordance with the Financial Regulations and Rules of ECOWAS, relevant appropriations and staffing tables and corresponding approved allotments.

Duties and Responsibilities

  • Support the preparation of annual project work plans and budget and monitor their implementation
  • Responsible for generating accurate financial records relative to the climate change project, maintain and prepare project expenditures, financial reports and all its transactions in accordance with approved accounting standards, guidelines and financial regulations

Human Resource Assistant, Payroll

The Human Resources Directorate places importance in establishing real-time, efficient and effective day-to-day administration of compensation and benefits related issues in order to satisfy internal clients as much as possible and thereby promoting staff motivation and organizational effectiveness.

Economic Financial Analyst

By Regulation C/REG.18/01/05 of 18 January 2005, the ECOWAS Council of Ministers created within the ECOWAS Executive Secretariat, a NEPAD infrastructure project implementation unit, known as PDIU(now Project Preparation and Development Unit, PPDU). The mandate of this unit is to develop and implement regional infrastructure projects, especially those related to   NEPAD.

Also, the sixty-sixth ordinary session of the ECOWAS Council of Ministers held in Abuja on 19th August 2011 adopted the Regulation C/REG.5/08/11 relating to the denomination and the establishment of the rules for functions, organization and mode of operation of the Project Preparation and Development Unit(PPDU).

The establishment of the PPDU stems from the desire of African States to implement regional integration policies to guarantee their development in connection with NEPAD infrastructure project Short Term Action Plan (STAP) and the Programme for Infrastructure Development in Africa(PIDA). As a Regional Economic Community, the ECOWAS Commission was mandated by the African Union to implement the STAP and the PIDA in its region. There is a lack of investment in infrastructure in the region.

In this regard, the Project Preparation and Development Unit seeks to recruit qualified, capable and result oriented individuals into this position.

 

Duties and Responsibilities

Reporting to the PPDU Director, the Economic/Financial Specialist will carry out  activities  related to infrastructure projects financial/economic analysis and more specifically:

  • Work as Principal Adviser on project economic and financial issues ;
  • Carry out main project economic and financial analyses ;
  • Formulate and present business arguments justifying project development and fund mobilization ;
  • Monitor studies relating to project financial arrangements ;
  • Undertake any other official mission assigned to him by his superiors.

Qualifications/Experience/Skills

  • A Bachelor’s Degree in Economics, Finance or Business Administration or equivalent;
  • At least 10 years professional experience as economist or financial analyst in the public or private sector or in a project execution agency ( with at least 5 years in core financial/economic analysis practice and 5 years as team leader or manager). An international experience would be an advantage;
  • Have extensive experience in making comprehensive economic and/or financial analyses, including making high-yielding analyses for different infrastructure sectors ;
  • Experience in the preparation of "bankable" documents in order to secure funding for projects from International Funding Institutions and in accordance with international standards would be an asset :
  • Proven experience in important project management and leadership ;
  • Be able to explain to the larger public the possible implications of various key project indicators such as poverty reduction, job creation, economic sustainability, etc… ;

Legal Adviser

Duties and Responsibilities

  • Participates in negotiations and in other agreements, conclusion sand dispute settlement procedures;
  • Drafts Community Acts, particularly Supplementary Acts of the Authority of Heads of State and Government, Regulations, Directives and Decisions of the Council of Ministers;
  • Draft other legal acts, such as conventions, Agreements and Contracts for the Commission;
  • Prepares programmes relating to legal and judicial policy harmonization, conceived by the Director and assists in the monitoring of their implementation;
  • Formulates draft cooperation agreements on legal and judicial matters between Member States;
  • Monitors the Commission’s working relationship with the parliament and the Court of Justice;
  • Ensures the privileges and immunities of the Commission are effectively protected  and enjoyed among its staff, as provided in the Headquarters Agreement, the ECOWAS General Convention on Privileges and immunities and the other international conventions;
  • The Legal Adviser assists the Director through the Principal Legal Adviser in the execution of assignments that fall within their respective spheres of responsibility;
  •  Give legal advice to the Statutory Appointees and to all the staff of the Commission;
  • Formulates legal opinions at statutory and in-house meetings of the Commission to facilitate understanding and decision-making;
  • Attends meetings of various Committees of the Commission and gives legal advice.

Qualifications/Experience/Skills

  • A first level university Law degree
  • Possession of a higher degree would be an advantage.

Experience

  • Seven (7) years professional experience preferably in legal practice or international law practice.

Programme Officer Strategic Analysis

The Strategic Planning Directorate was created to ensure that ECOWAS activities are all consistent with the ECOWAS Vision 2020, are set within priorities established in the ECOWAS Strategic Plan and are set out in a coherent multi-year medium term programme of activities.  ECOWAS is working with its Development Partner to develop an integrated Strategic Planning system.

The Programme Officer, Strategic Analysis, is at the heart of operations of the directorate. The job holder will carry out tasks in the section he/she assigned to work within the three units of the directorate.

 

Duties and Responsibilities

  • Undertake environmental scan of ECOWAS (economic, political, social, infrastructure, etc) with a view to identifying strengths
  • Conduct occasional research, identifying key challenges for the Commission and prepare knowledge products to be disseminated within the Commission in relation to capacity building
  • Analyse concepts and ideas in relation to strategic planning and assess feasibility, trade-offs and constraints in respect of their application
  • Examine available models and analytical frameworks and apply appropriate models to related concepts, providing the department with materials for use at strategy and planning sessions
  • Develop an outcome “planning” document and related templates suitable for developing action plans (objectives, responsibilities, time lines, budgets, etc)
  • Coordinate capacity building activities in collaboration with Directorates and Units of the Commission as well as Development Partners (using existing coordination mechanisms)
  • Work with departmental managers and teams to ensure the development and documentation of functional strategic plans, ensuring compliance with set standards
  • Consolidate work/action plans for all departments and work the Finance Department for financial costing of plans, ensuring their integration into the work plans (budgets)
  • Monitor key corporate performance metrics and analyzes trends and root causes of variance,
  • Execute any other tasks assigned by the Director

  • Liaises with WPACCO, GIABA, UNODC, INTERPOL, WCO, IMO and other relevant regional and international law enforcement bodies with a view to establishing a strong partnership with ECOWAS Drug Division;
  • Responsible for dialogue with national law enforcement authorities, national coordinators of inter-ministerial drug coordination committees and partners of ECOWAS;
  • Establishes a formal mechanism for assessing, selecting and awarding projects, grants and other assistance to support law enforcement;
  • Establishes and regularly updates a repertoire of specialized West Africa drug/organized control law enforcement experts;
  • Establishes a West African drug/organized crime law enforcement experts network (LEN West Africa) to advise national governments, undertake planning, project development, implementation, assessment and evaluation;
  • Represents ECOWAS at technical meetings on drugs and crime;
  • Participate in the planning, design, execution and reporting of MEM activities;
  • Work closely with the Director in charge of Drug Control, other relevant divisions and national/international organizations. Thus, the position requires extensive travels, coordination, consultations and mentoring.
  • Carry out any other assignments as required.

  • Bachelor’s degree or equivalent in Law, Criminology, Political and Administrative Sciences or equivalent professional diploma In Policing, Law Enforcement, Judiciary or related fields.

  • Familiarity with national, regional and international conventions/other legal tools, policies and action on drug and crime.

Programme Officer Telecommunications, Networks and Applications

The Programme Officer for Telecommunication/ICT Network and Applications will be an Officer who will work under the Head of the Telecommunications Division and assist in carrying out implementation of telecommunications programmes for ECOWAS Member states.

The specific objectives of the programme are to ensure the implementation of Community telecommunication programme at national and regional levels by creating increased awareness of Community Telecommunications and Information and Communication Technology (ICT) issues, policies and strategies under the supervision of the Principal Programme Officer, Telecommunication.

  • Assists in the implementation of the regional broadband infrastructure network including the second Community telecommunications infrastructure programme known as Intelcom II Programme and other related infrastructure programmes.
  • Promotes development, expansion and operation of telecommunication/ICT networks and services/applications.
  • Identifies and supervise network modernization projects including technological smooth migration.
  • Supervises the management of the ECOWAS Telecommunications Information Management System (SIGTEL) database.
  • Supervises studies on programme activities, analyses the results and proffers advice on the development of Telecommunications infrastructure in the sub-region.
  • Informs stakeholders including policy makers, regulators and telecommunication operators on world trends in new technologies and their possible repercussions.
  • Contributes to the development and dissemination of community telecommunications policies and strategies.
  • Attends meetings with officials, setting meetings, arranging conferences, and undertaking missions to other countries including ECOWAS Member States and non-Member Sates in pursuance of these activities
  • Represents ECOWAS Commission at the ITU sectors activities (ITU-T and ITU-R)
  • Initiates projects and prepares project documents, monitors and evaluates projects implementation.

  • Minimum of a Bachelor’s degree or equivalent in Telecommunications or related field (Science, Engineering) with evidence of specialization in telecommunication/ICT sector

Principal Programme Officer Customs Procedures

In accordance with the relevant provisions of the ECOWAS revised treaty (articles 3, 35, and 55) ECOWAS is in the process of establishing a Customs Union. In addition to several initiatives under way, member states are required to take appropriate measures to harmonize and standardize their Customs regulations and procedures to facilitate the movement of goods across their frontiers. In this regard, ECOWAS Commission is looking for a suitable person to handle the establishment and implementation of a Community Customs Code in West Africa; Trade facilitation and the acceleration of the process towards the establishment of the concept of free circulation in the region.

 

Duties and Responsibilities

The Principal Programme Officer, Customs Procedures shall, under the authority of the Director of Customs, contribute to the harmonisation of customs laws and procedures within ECOWAS. S/he shall ensure that the laws and procedures comply with the recommendations of the World Customs Organisation (WCO). Specifically, s/he shall: 

  • Work towards the adoption of an ECOWAS Customs Code and its implementation in Member States
  • Initiate work leading to the simplification and harmonisation of custom procedures in the region
  • Contribute to the preparation of regional custom standards in line with WCO recommendations and undertake activities leading to the simplification and harmonisation of custom regimes
  • Undertake activities within the region to support fraud prevention and control, the fight against counterfeiting and piracy and promotion of ethics in customs administrations
  • Carry out activities  aimed at modernising customs administrations and building their capacities
  • Contribute significantly to work on the networking of the computer systems of Customs administrations in ECOWAS countries and in particular, putting in place of the ALISA project (ECOWAS computerised transit system)
  • Support Member States in the implementation of WCO recommendations on customs matters
  • Embark on activities which can lead to better flow of goods within the region and in particular, more efficient implementation of the ECOWAS Protocol on Inter-State Road Transit (ISRT)
  • All other duties assigned by the Director of Customs

Qualifications/Experience/Skills

The candidate must:

  • Be a holder of a bachelor's degree in a relevant field in any of the following areas: Economics, International trade, International relations, Finance, Political science;
  • have worked in a Customs administration for at least 10 years at progressively senior level;
  • have attended courses (local and international) in Customs operations;
  • be well versed in Customs regulations and procedures;
  • have a clear understanding of the role of Customs in the facilitation of international trade;
  • be conversant with the World Customs Organization (WCO) instruments relative to Trade facilitation, and Customs procedures: Revised Kyoto Convention; SAFE Framework of Standards; and Time Release Study Guide.
  •  be familiar with the Customs landscape in the region and the barriers to intra-community trade;
  • Understand issues relating to regional economic integration.

Programme Officer Free Trade Area

The Programme Officer shall contribute to the consolidation of the regional integration process through the promotion of the ECOWAS free trade area.  In that regard, the Officer shall strive to implement the ECOWAS Trade Liberalisation Scheme (TLS) and any other regulatory texts governing intra-Community trade. 

 

Duties and Responsibilities

His major duties are summarised as follows:

  • Initiate actions for a qualitative and quantitative improvement in the volume of  intra-Community trade:
  • Build the capacity of public and private actors on the legal and regulatory provisions of the ECOWAS Trade Liberalisation Scheme;
  • Create and manage a stakeholder-accessible internet database on the companies and products under the ECOWAS Trade Liberalisation Scheme;
  • Supervise the work of National Approval Committees (NAC) and ensure the creation of a mechanism for the coordination of NAC activities;
  • Brief and provide advice to the President of the Commission on conflicts that may arise in the implementation of the TLS;
  • Analyse and draft the relevant reports and correspondences for a smooth implementation of the TLS.

Qualifications/Experience/Skills

  • The expert must be a holder of a Masters degree in Trade, Industry, Law, or Customs;  
  • Must have five (five) years professional experience, with no less than three (3) in a regional integration organisation. 
  • Must have good grasp of the ECOWAS Trade Liberalisation Scheme (TLS).
  • Must have proven knowledge of the constraints in the development of intra-Community trade.
  • Good grasp of customs procedures in the region would be an asset.
