Chemonics seeks a chief of party for the ongoing USAID-funded Nigeria Strengthening Advocacy and Civic Engagement (SACE) project. This is a full-time position based in Abuja, Nigeria, with travel to other parts of Nigeria required. SACE is a five-year, $19.2 million program with an objective to strengthen civil society's ability to influence the development and implementation of key democratic reforms at the national, state, and local levels. SACE will support increased civil society engagement and capacity to be able to influence public institutions whose function it is to serve citizens' interests. SACE explicitly aims to engage marginalized populations, such as women, youth, and the disabled, in the process and emphasize the importance of leadership and innovation. We are looking for individuals who have a passion for making a difference in the lives of people around the world.


Responsibilities include:

  • Ensure coherent and effective technical oversight and implementation of project activities. Responsible for overall program leadership and management in the field, and coordination with USAID and key counterparts
  • Serve as Chemonics' in-country representative to USAID, Nigerian government counterparts, and target civil society counterparts. Represent Chemonics' interests in Nigeria; leads problem solving and responds immediately to crisis situations, developing solutions that meet client needs
  • Oversee the timely implementation of work-plan activities and the Performance Monitoring and Evaluation Plan, including monitoring of the duties of the monitoring and evaluation specialist to ensure timely and accurate information collection 
  • Ensure that the project team maintains constructive relationships with USAID counterparts and all other stakeholders 
  • Assume additional responsibilities if/as requested by USAID


  • Bachelor's degree is required in a relevant field such as social sciences, law, or development studies required; advanced degree preferred
  • Minimum of 10 years of professional experience in relevant international development activities, with preference given to democracy and governance focused programs funded through the U.S. government or other donors
  • Minimum of five years of experience in a senior program management position, including direct supervision of professional and support staff is required, including significant relevant experience in Nigeria
  • Experience in awarding and/or managing grants to local organizations to promote democracy and governance goals
  • Deep knowledge of the role of civil society in development and experience in building capacity for civil society organizations, networks, and coalition building 
  • Knowledge of the Nigerian civil society sector and current political context is required  
  • Experience in developing and managing multi-s​ectoral, multi-donor funded program portfolios is preferred 
  • Demonstrated leadership, versatility, and integrity
  • Strong English writing and communication skills
