Background Information - IWC

International Waters Cluster

The UNOPS International Waters Cluster specializes in executing projects to prevent and reverse the degradation of transboundary water systems, including multi-country rivers and large marine ecosystems such as oceans, lake basins and shared groundwater resources. The cluster is executing over 30 projects for its partners, helping countries to work together and share knowledge to reduce ecological stress, such as that caused by overfishing and industrial pollution.
Background Information - Job-specific

The Orange-SenquRiver Basin is one of the larger riverbasins in southern Africa. The river system isregulated by some 30 large dams and includes several larger inter- andintra-basin transfers. Extensive water utilisation for urban, industrial andagricultural purposes has significantly reduced natural flow, to the extentthat the current flow reaching the river mouth is in the order of half of thenatural flow. Future river basin management in the Orange-Senqu River Basinhas to balance these competing water uses, and deal with increasing rates ofhuman-induced change and the mounting concerns about the causes andconsequences of this change. Differences in legal frameworks, historicalbackgrounds and technical capabilities of the four riparian states Botswana, Lesotho,Namibia and South Africaadd to the complexity.


The four riparian statesare strongly committed to a joint, basin-wide approach to addressing threats tothe shared water resources. This led to the Agreement on the Establishment ofthe Orange-Senqu River Commission in 2000 (ORASECOM Agreement). As a fairlyyoung organisation, ORASECOM’s mandate and governance arrangements areevolving. Consensus was reached among the riparian states that one of theprimary mechanisms for ORASECOM’s technical advice will be the development of abasin-wide Integrated Water Resources Management (IWRM) Plan. While the scopeof the IWRM Plan and the process of its development remain to be furtherclarified, the perspective emerges that the IWRM Plan shall provide thecooperation framework for the management and development of water and relatedresources, focusing firstly on trans-boundary issues. However, the riparian statesalso recognise that some actions may arise from shorter term or more narrowlyfocused studies.


Project brief

During preparation of theUNDP-GEF funded Project a preliminary Transboundary Diagnostic Analysis (TDA)of the basin was developed. ORASECOM adopted this document in April 2008. Thepreliminary TDA charted the main environmental threats to the basin andascertained their root causes. The Project currently finalises the TDA byaddressing a number of knowledge gaps. The final TDA will serve as thescientific basis to proceed to National Action Plans (NAPs) in the fourriparian states and a related basin-wide Strategic Action Programme (SAP). Aparticipatory process has been designed for the development of the NAPs and theSAP.

In addition, the Projectimplements research and demonstration projects:

A research project on environmental flows, coveringmethodological issues and setting environmental flow requirements for thenon-perennial Fish River Catchment (in Namibia), as well as the mouth of theOrange-Senqu River (shared by Namibia and South Africa);
A demonstration project on water demand and qualitymanagement in the irrigation sector, cooperating with the Noordoewer-VioolsdriftJoint Irrigation Authority (Namibiaand South Africa)as well as commercial farmers in the perimeter;
Two demonstration projects on community basedrangeland management, in Botswanaand Lesotho.

The Project started inDecember 2009 and will close in June 2014.

Functional Responsibilities

The tasks of the Scientific Editor shall include:

Conceptualization of brochures and booklets on water and environment related issues
Re-writing, editing, copy-editing and proof-reading, liaison with scientists and writers
Additional research and writing
Sourcing of images, liaison with design agencies on layout and info graphics, liaison with printers
Education/Experience/Language requirements

MA degree in languages, social science, economics, or environment. A combination of a BA with additional 2 years of relevant work experience will be considered equivalent to a MA degree.
7 years’ work experience in researching data and information for the production of materials and in writing, editing and managing the production of scientific,technical, educational and general manuscripts for publication.
Generalknowledge of water resources management, environment and climate change issues
Knowledgeof the regional context
(Advanced)user skills with desktop publishing applications
