The UNOPS Development Group Cluster is based in the Global Partner Services Office - New York Office and supports a diverse and complex portfolio including partners such as the United Nations Development Programme (the Bureau for Development Policy, the Human Development Report Office, and the Special Unit for South-South Cooperation), the United Nations Population Fund, the United Nations Capital Development Fund, the United Nations Secretariat and a broadening community of primarily New York-based UN partners in the delivery of project management, implementation and administration services.

The forestry sector, mainly through deforestation and forest degradation, accounts for about 17% of global greenhouse gas emissions, larger than the entire global transport sector. Tropical developing countries, home to much of the world’s forests, cannot currently benefit under the Kyoto Protocol for most actions to reduce emissions from deforestation or forest degradation.  The need to address these challenges by establishing an international REDD+ finance mechanism has been adopted through international negotiations and interim agreements, such as the 2007 Bali Action Plan, the UNFCCC COP13 Decision 2/CP.13, the UNFCCC COP16 Decision 1/CP.16, and further reaffirmed recently in the UNFCCC COP17 Decisions.

In response to these decisions and requests from countries and donors, Food and Agricultural Organization (FAO), UN Development Programme (UNDP), and UN Environment Programme (UNEP) developed the UN Collaborative Programme on Reducing Emissions from Deforestation and Forest Degradation in Developing Countries (known as UN-REDD Programme). The UN-REDD Programme has two core mandates: i) to assist developing countries to prepare and implement national REDD+ strategies and systems; and ii) to provide international support in order to enable the development of normative solutions and standardized approaches based on sound science for an international REDD+ mechanism linked with the UNFCCC . 

With the recent expansion of the UN-REDD Programme globally, a wide range of services and a higher degree of technical assistance are being requested from participating countries. To address the governance specific challenges associated with countries’ REDD+ preparations and efforts, one of the Targeted Support areas that the UN-REDD is providing is the piloting in Indonesia, Ecuador, Vietnam and Nigeria of the Participatory Governance Assessment for REDD+ (or PGAs). 

The Participatory Governance Assessment for REDD+ (PGA) is an inclusive process involving different stakeholders from government, civil society, private sector and academia with the view to produce robust and credible governance information as the first step to improve governance weaknesses, and in the long run be the basis for policy reform, and if used strategically by civil society actors has the potential to serve as an accountability mechanism.  

With increased demand for technical support in carrying out the PGAs at the country level – in particular in Latin-America and Caribbean, UNDP, as the lead agency for the UN-REDD Programme’s governance work is accordingly seeking two Governance Assessment Specialists to advance its work at the national level in the current pilots, and later in new countries embarking on a PGA process. 


 

Functional Responsibilities


The Governance Assessment Specialist will report to the Programme Officer leading the work on the PGAs, under the overall guidance of the Principal Technical Advisor (REDD+) and in close collaboration with Regional Technical Advisors and other members of UNDP’s REDD+ Team. The specialist will work closely with PGA coordinators in the countries, as well as UN-REDD professionals across the 3 agencies, national UN-REDD teams, country counterparts and contracted staff. 

Duties and Responsibilities: 

His/her role will principally be as follows:

 

  1. Provide technical advice on the PGA process at the national and sub-national level. 
  2. Ensure coordination of inter-agency contributions to the PGA processes at the country level.
  3. Contribute to knowledge management, communication and outreach efforts for UN-REDD National Programmes related to the PGA processes. 
  4. Monitor and report on the progress of the PGA process. 


The specialist will:

  • Provide technical advice on the PGA process at the national and sub-national level. This will include advice on stakeholder selection; prioritization of governance areas; indicator development; data collection - in close collaboration with FAO colleagues-; appropriate dissemination of governance data; and the sustainability of the PGA process. He or she will ensure regular updates and continued dissemination of governance data/ results.
  • Ensure coordination of inter-agency contributions to the PGA processes at the country level. This will include coordination of the implementation of the PGA processes in relevant countries; coordination and provision of technical inputs associated with the governance assessment; and contribution of practical as well as technical inputs in the preparation, implementation and follow-up of the PGA processes.  
  • Report on the implementation of work plans for the PGA processes in the relevant countries. Contribute to the launch of the PGA Practical Guide. Monitor and report on the progress of the PGA process. Coordinate with counterparts and partners to ensure that the PGA process is progressing according to agreed work plans. Monitor progress towards achieving outcomes in agreed work plans and report qualitative and quantitative results. Conduct missions to relevant PGA countries upon request.
  • Contribute to knowledge management, communication and outreach efforts for UN-REDD National Programmes related to the PGA processes. Communicate the UN-REDD Programme approach to and progress on PGAs in reports, publications, presentations, and updates on the UN-REDD Workspace etc.

Education/Experience/Language requirements


EDUCATION
Advanced university degree in development policy, international affairs, environment, international law, governance or gender - relevant professional experience can be considered in lieu of advanced university degree;

EXPERIENCE

  • A minimum of five years of proven relevant experience driving and managing development projects and processes in governance work and/or multi-stakeholder engagement with counterparts at the country level including a minimum of two years of experience working in developing countries; 
  • Experience facilitating multi-stakeholder processes and fostering dialogue between governmental actors, indigenous peoples, civil society, private sector and community constituencies and in managing  development and environment-related initiatives;
  • Strong knowledge of governance issues; knowledge of REDD+, deforestation and tropical forest management an advantage; knowledge of UN programming, and access to professional networks and/or experience collaborating with UNDP Country Offices and other UN agencies is also an asset;

LANGUAGES
Fluency in Spanish and English is required.

The UNOPS ICT Enterprise Reporting Team is responsible for the development, delivery and maintenance of organization-wide reporting information for internal use, external partner use and for public use.

We are currently recruiting for a JavaScript Developer who will work under the direct supervision of the ICT Enterprise Reporting Lead and be required to actively participate in the design and implementation of web and mobile based solutions that support UNOPS reporting and business intelligence needs. This position is focused on the development of reporting solutions and workspaces through an innovative and optimal utilization of SQL Server, Microsoft .NET-related technologies, JSON and JavaScript.

The position is open to home-based/remote working but will require regular travel to Copenhagen, Denmark.

Competencies

 

Very strong knowledge of Javascript is a must.  A deep understanding of Javascript asynchronous operations and programming constructs like closures and prototypes is required.

Knowledge of the ExtJS framework would be a distinct advantage.  Knowledge of other popular Javascript frameworks like JQuery, Backbone, AngularJS, etc. would also be an advantage.
