Education Specialist (Monitoring And Evaluation) At UNICEF

Purpose of the Position
To support an evidence-based approach to planning and decision-making for the Girls Education Project, a multi-year and high-profile initiative to reduce disparities in education in Nigeria.
Under the supervision of the Senior Education Specialist, P-5, GEP3, the incumbent will ensure that sound data (baselines and progressive data) is available to inform GEP 3 implementation progress;  develop/strengthen monitoring systems and tools for GEP 3 and ensure that evidence-based approach drives project delivery and management; build partner capacity at the National level and State level for EMIS and other areas of education monitoring, and support on a review of operational areas at or near VfM trigger points.

To assist in the establishment of monitoring an evaluation tools for GEP which enhance partnership between the UNCT, government and other key players to collectively track progress on MDGs and other international commitment for children.

To assist in the development of capacities for monitoring, evaluation and research within GEP states, with special attention to the interest, concern and participation of government, community, and civil society stakeholders.

To coordinate partnership with research institutions(EDOREN) to lift evidence and evaluability of GEP.
Key Expected Results
1. Monitoring, Evaluation & Research Planning. GEP 3 and national partners have a well-prioritised and realistic plan of research, monitoring and evaluation activities, developed collaboratively that provides all the relevant and strategic information needed to manage GEP3.
2. Situation Monitoring and Assessment. Systems in place for GEP 3 and partners to analyse disparities in education access, completion and quality and have timely and accurate measurements on progress in reducing in education bottlenecks and barriers for children and families in the GEP States.
3.  Project Performance Monitoring . The planning function of the GEP 3 has quality information collected and disseminated with the participation of all concerned partners to assess progress towards expected annual and multi-year results.
4.  Evaluation.  Evaluability of GEP 3 strengthened and UNICEF-supported evaluations attain established UN quality standards, and the results are disseminated in a timely fashion to stakeholders for improving programme performance and contributing to national and corporate learning.
5. M&E Capacity Building. The monitoring and evaluation capacities of GEP 3 staff and national partners -including EMIS- enhanced with the contribution of UNICEF knowledge partners meet the expectations and requirements of their positions and responsibilities.
6.  Coordination and Networking . GEP 3 is linked to wider UNICEF and partners M&E developments in way that both contributes to and benefits from organizational learning on effective M&E management.
Qualifications of Successful Candidate
- Advanced university degree in social sciences, statistics, planning development, economics or related field.  Demonstrated capacity on monitoring education programmes (or other social development programmes). *

Relevant work experience in programme development and implementation including monitoring and evaluation activities as follows:
-    Eight years of relevant work experience. Developing country work experience or field work experience.
-    At least one instance of exposure to emergency programming, including preparedness planning. Active involvement in a humanitarian crisis response programme preferred.
-    Analytical and conceptual ability; ability to generate and interpret qualitative and quantitative data.
-    Initiative, passion and commitment to UNICEF`s mission and professional values.
-    Experience working in the UN or other international development organization would be an asset.
-    Evidence of previous work is a requirement.
-    A good mastery of English is essential and familiarity with international organizations would be an advantage.

- Fluency in English and another UN language. Knowledge of the local working language of the duty station would be an asset.

*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
