Advanced Negotiation & Mediation Training Consultant - Abuja, Nigeria

****Application Closing Date: May 30, 2014****

Since the late 1990s, Mercy Corps has managed over 100 peacebuilding projects in over 30 countries and regions, making Mercy Corps a true leader in the field. We currently implement 34 peacebuilding programs in some of the world’s toughest places. In Nigeria, Mercy Corps is currently implementing a program called Conciliation in Nigeria through Community-Based Conflict Management and Cooperative Use of Resources (CONCUR).With UKAID funding, Mercy Corps aims to prevent and resolve conflict between pastoralists and farmers in the four Middle Belt states of Nasarawa, Plateau, Kaduna, and Benue, with an emphasis on conflicts that cross religious lines and negatively impact local livelihoods and economic growth. The program addressed the underlying drivers of community conflict, preventing the escalation of ethno-religious violence and incentivizing government, the private sector, and community members to take proactive measures to promote stability.

Purpose / Project Description:

Mercy Corps and partners Pastoral Resolve and Education as Vaccine have implemented a series of trainings on Interest-Based Negotiation (IBN) for more than 500 local leaders of communities directly affected by inter-communal conflict. Through these trainings, Mercy Corps has worked to increase the capacity of local leaders—including traditional, religious, women, youth, and market leaders—to resolve disputes peacefully and inclusively. To build the skills necessary to resolve the conflicts identified through participatory community mapping exercises in 24 conflict sites, local leaders have been trained in conflict analysis, dispute resolution, and negotiation. Mercy Corps developed its training program based on the Harvard Negotiation Program’s principles of Interest-Based Negotiation. Since many of the disputes the program addresses are resource-based and intertwined with local livelihoods, the training also explores the links between economic activity, natural resource management, and conflict.

Following these trainings, Mercy Corps is now implementing a series of follow-up activities in order to strengthen skills learned and provide hands-on support to leaders who are preparing to engage in inter-community negotiations. Mercy Corps seeks to deepen the knowledge of the most successful negotiators so that they can form a cadre of negotiation experts, as well as to provide concrete skills in mediation so that they may have a broader impact on conflicts in their communities and their environs. Furthermore, Mercy Corps would like to develop the skills of mentoring and coaching among these successful negotiators in order to ensure that other trained leaders in target communities benefit from the advanced training. In summary, Mercy Corps is planning an intensive, practical training that seeks to achieve the following three objectives:

  1. Selected participants deepen their knowledge of and skills in Interest-Based Negotiation (IBN), increasing their ability to apply IBN principles to complex, community-level disputes successfully.
  2. Selected participants learn concrete skills in mediation, increasing their ability to serve as neutral mediators in broad disputes not directly involving themselves.
  3. Selected participants acquire the tools and attitudes necessary to be effective mentors to their peer negotiators, increasing their ability to coach like-minded leaders to become better peace makers in their communities.

Mercy Corps envisions this activity as an integral part of its larger goals to increase the capacity of local dispute resolution leaders in target communities and will frame this key training with appropriate pre- and post-event activities, such as follow-up visits with advanced leaders and targeted mentoring by MC and partner staff.

Consultant Objectives:

A consultant is sought to work with the MC Nigeria CONCUR team, as well as with relevant MC headquarters staff, to design the curriculum for the training described above and co-facilitate the training targeting selected leaders of Nigeria. The consultant will also help to integrate the intervention into the broader CONCUR program by drafting a guide for follow-up with the selected participants to ensure that core objectives are met.
