Background

Forward Africa (FOFA) is a non- profit development organisation founded in 1992 with the overall aim to reduce poverty and improve the lives of peoples and communities in Africa. We do this by strengthening the capacity of individuals especially women and youths to respond to their identified basic needs, using resources available within their communities through initiatives that focus on Health, Economic Development, Good Governance and Democracy. We work in partnership with major stakeholders in development such as Agencies, Foundations, Foreign missions and embassies Governments, Corporate and Private Organizations. FOFA is registered with the Corporate Affairs Commission Abuja and is overseen by a seven – member Board of Trustees.

 

 

The position

FOFA is seeking a qualified candidate to head our dynamic Programme Unit working across several states in the Niger Delta Region. This role would suit a highly motivated and innovative individual who would relish the challenge of developing the function, managing a team of their own and taking the next step in their international development career.

The desired candidate will ideally be educated to a master’s degree level with a demonstrated passion and comprehensive understanding of all aspects of international development programme management. The candidate will also have strong leadership and management experience as you will be leading the programme team to achieve the organisation’s goal.

The salary for this role is highly competitive plus a contributory pension scheme and up to 25 days annual leave per year, increasing with service.

 

Main Function

The Programme Manager is responsible for the overall management and coordination of FOFA’s programme strategy and function. The Programme Manager must be a leader, a motivator as well as a team player. She/he must be focused, have a strong vision and be a highly organized in order to accomplish tasks and oversees others.

Programme Management

§ Overall management of FOFA’s Program Unit (PU)

§ Formulation and implementation of FOFA’s programme plan

§ Programme and Project cycle management, including formulation, budgeting, and integration with programme planning, writing, monitoring and reporting to partners and management on programme implementation and outcomes.

§ Co-ordinate funding proposals and grants to ensure the future of specific programmes including approaching potential donors and maintaining donor relationships.

§ Track upcoming donor calls, track submission deadlines, proposal status, and follow up with prospective donors.

§ Ensure regular communication with donor prospects and existing donors to identify potential new project funding opportunities

§ Develop and use standardised proposal development tools (such as budgeting tools, budget/ unit prices, public health data/ references, etc.) and policies/standards for programme development

§ Support the M&E officer in measuring programme outputs and evaluating impact.

§ Coordinate and convene programme technical review meetings, consultative meetings, workshops and trainings.

§ Prepare and submit monthly, quarterly and annual programme plans, budgets and reports to management for approval.

 

Relationship Management

§ Ensure adequate supervision and management of programme staff

§ Manage external relationships on programmes by working with Associates and Consultants.

§ Develop and maintain relationships with FOFA partners, public bodies and other non-state actors, CBOs and CSOs.

§ Liaise with other agencies, donors, and government stakeholders

FORWARD AFRICA

 

 

§ Represent FOFA at high level meetings on the directive of the Executive Director.

§ Actively participate in external meetings, workshops and seminars of development partners, agencies and other stakeholders as appropriate in order to raise profile for FOFA’s work, learn from and influence others.

 

Others Responsibilities

§ Provide technical support to facilitate the organisations’ strategic planning processes

§ Perform other duties that may be assigned by the Executive Director.

 

Qualifications, Skills and Experience

Education

§ Relevant Master’s degree in social sciences or a development related discipline or a Bachelor’s degree with a relevant combination of professional and academic qualifications.

 

Work Experience

§ Extensive experience of working within an NGO environment or development organization in a mid-senior management position.

§ Experience of working in rural communities and an understanding of the inherent development challenges they face.

§ Significant experience of Program Cycle Management (PCM), experience of producing programme reports with analysis and documentation of outcomes and programme learning.

§ Experience of participatory approaches in planning, implementation and evaluation of development projects.

§ Significant experience of gathering and consolidating information for monitoring and evaluation purposes

§ Experience of writing proposal as evidenced by proof of successful proposals.

§ Proven experience with institutional donors such the World Bank, EU/USAID/DFID and others.

§ Strong understanding of financial management and numerical competency

§ Good representation skills - with ability to communicate and engage at all levels.

§ Strong commitment to working and promoting the rights of rural communities.

§ Ability to work with high degree of responsibility - in a flexible and independent manner – and often under pressure.

§ Capacity to be flexible under challenging conditions, particularly tight deadlines.

§ IT proficient (Microsoft Office, Research and Analytical software packages).

§ Fluent in spoken and written English and one or more local languages.

§ Strong diplomatic skills and ability to influence and negotiate with senior and local officials, stakeholders and representatives of international and local organisations.

§ Strong commitment to working with poor people and promoting the rights of rural communities.

§ Good judgment in taking decisions where there is sometimes no precedent or specific guidance

§ Showing encouraging and supportive leadership to staff and being able to delegate.

 

Other Requirements

§ Willingness to relocate to Imo and to travel to all parts of the country as and when required.

§ Possession of a valid driver’s license will be an added advantage.
