Business Continuity Manager 

Core Job Functions / Responsibilities

  • Individual will be responsible for identifying and implementing recovery strategies in their planning role, subject to approval by consultant and director. During execution of actual plans, individual must be able to assist business continuity coordinators and their leadership in identifying, defining and resolving problems that may present themselves during an actual event. Business Continuity Manager will perform an essential role in supporting the delivery of a viable, robust and comprehensive Business Continuity Program.
  • The BC Manager will liaison with business partners and supporting unit resources to ensure consistency with group BC standards and policies. Ensure integration of new and or re-engineered business units into the existing BC structure. Communicate BC Program deliverables to Business Continuity Coordinators (BCCs) embedded within our critical business partner areas.
  • The BC Manager plays a significant role in ensuring success in these major program areas; plan development and maintenance, BC / DR test activity, awareness, governance and crisis management.

BC Plan Development, Maintenance and Attestation Process:

  • Engage business partners regarding the BCM Team's efforts to ensure cooperation and compliance with predetermined milestones for all business continuity plans regarding viability and completeness. Ensure the plans are maintained properly within the Business Continuity Application. Liaison with BC plan owners in order to complete an annual attestation process at the principal, division and department levels.

Recovery Work-Area Implementation:

  • Coordinate the business requirements for seating, hardware, software and telephony recovery. Liaise with supporting technology areas to coordinate infrastructure requirements and implementation. Coordinate UBS requirements, equipment delivery and installation where required with SunGard staff. Provide on-site support for hardware and software installation, configuration and testing.
  • Track and manage the delivery of project tasks, reporting status on a weekly basis

Business Continuity Testing Program:

  • Strengthen the program through periodic testing cycles including the following types of exercises; data center isolation (network, mainframe, distributed) work-area recovery, intra-day desk-top, industry-wide and emergency communication tools. Develop and communicate exercise scope, objectives and user participation requirements to business partners. Engage business partners and supporting units (Technology, Facilities, and Security) for the purpose of meeting exercise milestones.

Governance:

  • Develop and present agenda items, create presentation material and follow-up on outstanding issues in support of the periodic Business Continuity Coordinator meetings. Maintain the data repository and communication tools necessary to ensure that BCM is current regarding BC Governance.

Business Continuity Awareness Program:
 

  • Coordinate Business Continuity Awareness efforts to ensure current BC methodologies, best practices and staff roles and responsibilities are communicated to our business partners. Ensure that the message being communicated is consistent with overall firm policy.
  • Develop material specific to staff taking responsibility for BC functions in the event of an emergency. Track and maintain records for participation in the program.

Crisis Management Events / Response:
 

  • Monitor regional threats that may initiate a disaster scenario such as natural, man-made or accidental (internal / external). Work with Regional BCM Team to address next steps.
  • Communicate preparation steps with Business Continuity Coordinators and senior business partners prior to unplanned events.
  • Ability to maintain, provide training and activate emergency call-out tool. Address lessons learned and risk mitigation steps for systemic threats.

Primary Activities:

  • Plan maintenance and managing events - 75%
  • Coordinate planning activities relating to business continuity and disaster recovery in the event of an incident that threatens personnel, buildings, or organizations; and requires special measures to restore operations back to normal.
  • Provide expertise and support to management and business functional areas when business disruption occurs.
  • Oversee activities necessary to develop recovery strategies and priorities and contingency coordination procedures
  • Validating and prioritizing key processes, operational requirements and technology needs to determine state of recoverability evaluating the likelihood and impacts of each threat, reviewing and providing recommendations on action of risk evaluation and studies
  • Coordinating continuity planning activities to ensure the BCP is aligned with Florida Blue's BCP and information technology disaster recovery plans
  • Coordinate and assist in managing a business continuity function that supports building and maintaining department-level BCP's for all office locations and minimizes the administrative burden associated with sustaining BCP’s at the business unit level.
  • Update and maintain plans required as part of contract deliverables, including but not limited to, Continuity of Operations Plan (COOP) and call center disaster recovery plans, which manage the risks which could result in disastrous event
  • Minimize the likelihood of the disaster occurring; reduces the time taken to recover when an incident occurs; and minimize the risks involved in the recovery process by making the critical decisions in advance.
  • Conduct annual exercises of business continuity plans – develop scenarios, prepare documentation, facilitate exercises, document corrective actions, and update plans.
  • Provide consultative support in the development and administration of business continuity contracts and subscriptions, including service level agreements with business continuity service providers. Perform regular reviews of existing contracts to ensure they provide all required equipment and services.
  • Ensure all levels of management and business units are achieving regulatory compliance with CMS Core Minimum Security Requirements; CMS Information Systems Security Policy, Standards, and Guidelines; CMS Business Partners Systems Security Manual; and FEMA FPC 65 as they relate to Business Continuity and the MAC Statements of Work.
  • Support the development and implementation of operational readiness plans for new business growth.
  • Maintain active and effective relationships with subcontractors, vendor, business units and others as an active participant in all aspects of business growth so that recovery plans can be updated as the computing and business priorities evolve.
  • Build and maintain effective business relationships with key customers, such as the Centers for Medicare & Medicaid Services, other federal and state agencies, other Medicare contractors, congressional representatives, etc.
  • Maintain expertise in industry business continuity management best practices and implement within as appropriate.
  • Document and publish business requirements (current and future) to key stakeholders.
  • Develop and maintain standard work instructions, and administrative and user reference guides as needed; serve as the Document Controller for the Quality Management System (QMS) processes for Business Continuity Planning and Purchasing activities.
  • Serve as backup to Business Continuity/Risk Management Specialist and Sr. Business Continuity/Disaster Recovery Planning Consultant.

Training and Awareness - 25%:

  • Support activities for a company-wide training program that includes developing and maintaining multi-tiered awareness programs for employees at all levels – from general BCP awareness to training for emergency response situations.
  • Serve as an administrator and subject matter expert for Diversified’ s web-based e-planning tool, Sustainable Planner, including creating business continuity plans, survey tools, creating data collection surveys, assigning access rights, developing organizational structure, managing documents and plans, training end-users, and working with an external vendor when software issues arise.
  • Support Diversified, safety programs for all office locations, including assisting in the development and maintenance of evacuation procedures, directing evacuation drills, establishing guidelines and membership requirements for safety committee personnel, conducting training of staff on emergency evacuation procedures, facilitating the creation of new hire orientation materials for Human Resources, and reviewing annually Systems Security Awareness Training materials.
  • Supporting new business expansions and RFPs, including preparing for and maintaining the Voluntary Private Sector Accreditation and Certification.
  • Supporting special projects that are assigned to Risk Management
  • Performs other duties as the supervisor may, from time to time, deem necessary.

Job Requirements and Skills

  • Graduate Qualifications: A First degree B.Eng, B.Sc, B.Tech, Science or Technology Only from a recognised University REQUIRED.
  • Post Graduate Qualifications: Master's degree or Post Graduate Qualification would be of ADVANTAGE.
  • Experience: 5 - 7 years in a business continuity related field, NYSC is ESSENTIAL.
  • Certifications and Training Requirements: Certified Business Continuity Professional (CBCP) certification OR relevant IT Certifications ( ISO, ITIL, PMP, etc). would be of ADVANTAGE.
