Nutrition Manager At The International Rescue Committee (IRC)

The International Rescue Committee (IRC) is one of the world's leading crisis response agencies, providing life-saving assistance and supporting recovery and reconstruction for people affected by war and natural disasters. Active in public health, education, livelihoods, women's empowerment, youth development, and protection and promotion of rights, IRC assists people from harm to home. IRC entered Nigeria in October 2012 in response to a widespread flood disaster. IRC's Emergency Response Team, with local partner CISCOPE (Civil Society Coalition for Poverty Eradication), implemented a project to support livelihoods and improve WASH in Kogi State from February to May 2013. This was followed by a 3-month nutrition and food security program in the same location from October 2013 to January 2014. The IRC is now in the process of establishing long term presence in Nigeria. An office has been established in Adamawa State, North East Nigeria and is providing critical humanitarian assistance to conflict affected people. LOCATION: Mubi, Adamawa State START DATE: As soon as possible. DURATION: One year with possible extension SCOPE OF WORK The nutrition manager will effectively lead the implementation of the overall nutrition strategies aimed at preventing malnutrition as per the federal government CMAM protocols among under fives pregnant and lactating women, improving maternal and child health and nutrition and promoting appropriate hygiene and sanitation among other health interventions. This will involve working closely with key stakeholders and ensure active participation of the target communities within Adamawa. This position will support all aspects of technical design, implementation, monitoring and evaluation of the nutrition activities; development of implementation strategy/approaches and guidelines including providing feedback for purposes of improving progamme quality. S/he will integrate with the other departments (WASH, GBV and Health programs) in line with the IRC strategic plan and other cross cutting issues such as protection mainstreaming, disaster risk reduction, governance, environmental and emergency response. The nutrition manager will report to the nutrition Coordinator. Key Responsibilities:

Programme:

  • The nutrition manager will be charged with the overall Program planning, management and implementation in accordance with agreed project proposals, donor requirements and policies and procedures.
  • Working with the nutrition Coordinator to implement CMAM program
  • Conduct regular field visits, support supervision and monitoring of all nutrition activities to ensure quality service provision and to offer technical support to health care workers for effective implementation according to the set standards and protocols.
  • Participate in the Proposal development writing and submission to donors for funding
  • Spearhead the integration of the nutrition program with the WASH through health facility support and hygiene and sanitation promotion, GBV and the Health program
  • To ensure that an efficient Health Information System is used for adequate coverage of all activities at the facilities and the community and ensure they are captured.
  • To support in planning and implementation of assessment to analyze the nutrition trends and put in place proper emergency response programs to reduce the alarming rates and stabilize the situation.
  • To integrate with the other departments (WASH, GBV and health) in line with the IRC strategic plan and other cross cutting issues.
  • Ensure high program quality service provision by the nutrition staff and the health facility staff during implementation and improve on coverage as per expectation of the project's action.
  • Facilitating information sharing with other programs to ensure an integrated program approach.
  • Liaising with the primary health care agency, relevant UN/WHO departments and other NGOs in relation to nutrition program issues and policies

Capacity Building & Human Resource Management:

  • Working towards strengthening the capacity of health care providers and staffs to be able to deliver quality CMAM services at community and health facility level.
  • Provide technical support and strengthening the capacity of the nutrition team to deliver on CMAM through on the job training (OJT) and mentoring.
  • Staff supervision, mentorship, performance appraisal and development through objectives developing, reviews and evaluations.
  • To provide technical support to the nutrition officers and health facility staff on the implementation of the infant and young child nutrition through behavioral change communication at health facility and community level.

Reporting

  • Preparation of the Progress report both interim and end of project reports to the organization ad to the Donor to assess the program performance as per the indicators set in the work plan in relation to the budget allocation.
  • Compile the weekly and monthly program reports and ensuring the regular flow of information and reports.
  • To facilitate information sharing with other health sectors (WASH/GBV/HEALTH) to ensure an integrated program approach.

Logistics and Finance:

  • Budget preparation, planning, allocation, management, review tracking and analysis to ensure proper allocation of resources, accountability and unified spending
  • Financial management through preparation of spending and procurement plans for the program to ensure that the timelines are met.
  • Submit monthly cash forecasts based on planned activities to the Finance Officer in a timely manner
  • Collaborate with logistics in generating and tracking orders (POs, PRs) and in approving internal requisitions of stock for Nutrition-related activities.
  • Collaborate with Logisitcs in ensure proper tracking of Nutrition stocks as predetermined frequencies

Communication

  • Maintain excellent relationships internally within IRC and with all IRC's partners, the MOH, other stakeholders and local authorities.
  • Attend all health coordination meetings and management meetings in the field.
  • Carry out any other tasks as requested by supervisor, such as trainings, program representation, resource mobilization, advocacy, strengthening of partnerships, and program-related administrative duties.
  • Compile weekly updates and monthly reports.

Requirements:

Essential

  • Bachelor's degree in Nutrition and Dietetics or equivalent in public health or other health related.
  • Knowledge of national and international minimum standards in health program service delivery, including Nigeria National CMAM guidelines, SPHERE, WHO
  • Practical experience in planning, implementation and management of a nutrition program will be an added advantage.
  • Previous proposal development experience (including logframes), and M&E
  • Comfortable to work in a remote and insecure environment
  • Ability to work and adapt under pressure.
  • Computer literacy with possible advanced word processing, spreadsheet, and relevant health software skills
  • Additional training in IMAM and IYCF is a requirement

Desirable

  • At least 3 years experience working in complex, multifaceted, health and nutrition program.
  • Proven capacity in health systems strengthening.
  • Proven experience in working with communities with diverse cultural practices and low literacy levels.
  • Previous practical emergency response experience
  • Previous experience in health and nutrition surveys and added advantage
  • Previous experience working in insecure contexts
  • Strong background in humanitarian projects
  • Cultural sensitive
