Training Package on Protection Principles in Mixed Migration Flows

BACKGROUND
In the framework of the project “Support to Free Movement of Persons and Migration in West Africa” (FMM West Africa), which is funded by the EU 10th Regional European Development Fund and aims at maximizing the development potential of free movement of persons and migration in West Africa, the Consortium partners – IOM, ILO and ICMPD – is providing technical support to the Trafficking in Persons Unit within the ECOWAS Commission.
In addition, IOM in partnership with OHCHR and UNHCR has worked since 2008 on the follow-up of the recommendations of the Dakar Conference on Protection of Refugees and International Migration in the ECOWAS Space. Since 2009, a working group on protection in mixed migration has been created by the same agencies in Dakar and continues to work in delivering joint products as well as in conducting advocacy in the area of protection in mixed migration. A series of capacity building joint activities as well as a manual on basic concepts on protection in mixed migration have been implemented jointly by the three afore mentioned partners and ECOWAS.
Within the FMM West Africa project, IOM and UNHCR, in consultation with FMM West Africa Consortium Partners wish to develop a training package on: “Protecting refugees and other persons on the move in the ECOWAS space”. This training package aims at enhancing capacities of border and law enforcement officials and other key stakeholders in contact with people onthe move at borders will tackle the basic principles of protection in mixed flows and train on the development of referral pathways for each migrant’s profile.
The training package will be developed in line and compliance with the ECOWAS Protection Training Framework: guidelines (still in draft form) developed by the ECOWAS Commission. This Training Framework is part of the ECOWAS’ strategic planning process aimed at strengthening the capacity of the ECOWAS Commission and its Member States to respond appropriately in order to reduce the vulnerability of women, youth and children to trafficking in persons,, forced labour and child labour.
FUNCTIONS
Under the direct supervision of the IOM Migration Management Specialist, in coordination with the IOM Regional Migrant Assistance Specialist and UNHCR Senior Regional Training Officer, the incumbent will be responsible for the development of an English and French of version of a training package on “Protecting refugees and other persons in the move in the ECOWAS space”:
In particular, he/she will:

  1. In coordination with ECOWAS, IOM and UNHCR (and in consultation with FMM West Africa Consortium Partners) set key training objectives on people on the move in the ECOWAS space. These objectives should be detailed in specific objectives of training sessions;
  2. Gather all existing training material developed by UNHCR, the Consortium Partners and other members of the regional working group on protection of vulnerable people on the move, as well as other agencies on this topic;
  3. Collect the training material used by UNHCR and the members of the Working Group for the pilot training conducted in Senegal in October 2013;
  4. Enrich and consolidate the existing training material aiming at developing a didactically sound training material, inclusive of power points, facilitators notes, tips for trainers, exercises, examples etc. ;
  5. Include all comments and consolidate them into a final version in French and English for approval by Consortium Partners, UNHCR and ECOWAS, using the meetings of the working group on mixed migration to provide inputs and comments;
  6. Once the version is approved, submit it to the editing company the final version of the training package and provide key recommendations for its lay-out;
  7. Follow-up with editing company on the publishing of the training package

    • University degree, preferably in Law, Political or Social Sciences, Social Work competencies or an equivalent combination of training and experience;
    • A minimum of 5 years experience in the field of migration and protection;
    • Knowledge of mixed migration issues (theory and practice);
    • Thorough knowledge of technical protection issues, including refugee issues, counter-trafficking, statelessness;
    • Good level of computer literacy;
    • Ability to draft clearly and concisely;
    • Previous experience in conducting training on protection issues to governmental and civil society audiences;
    • Experience in publication/ research
    • Thorough knowledge of English and French,

Update of the 2011/2012 Edition of the Joint IOM, UNHCR and ECOWAS Manual “Protecting Refugees and Other Persons on the Move in the ECOWAS Space

  2. Identify together with ECOWAS Commission, IOM and UNHCR relevant topics that are currently missing from the manual and should be included and parts to be updated in the new edition ;
  3. Agree with partners who had provided initial inputs in the manual on the revised structure of the Manual;
  4. Develop and/or include inputs to the revised version of the Manual;
  5. Include all comments and consolidate them into a final version in French and English for approval by the Consortium Partners, UNHCR and ECOWAS;
  6. Once version is approved, submit to the editing company the final version of the Manual and provide key recommendations for its lay-out.EXPECTED DELIVERABLES
  7. Survey results including strategy for diffusion
