Located in Abidjan, the UNOPS office in Cote d’Ivoire has developed a strong working relation with the Government and international partners over the past 15 years. It provides technical support in strategic development areas including elections; procurement and related capacity building; environment protection, water management and sanitation; and infrastructure rehabilitation and development.

In order to expand UNOPS presence in West Africa, the CIOH has allocated the implementation and project management tasks of the 5 english speaking countries within West Africa to the Nigeria office (Gambia, Ghana, Nigeria, Liberia and Sierra Leone).

The Regional Programme Manager based at the Abuja/Nigeria office is responsible for the development, acquisition, growth and management of the portfolio of Gambia, Ghana, Nigeria, Liberia and Sierra Leone to meet the revenue and income target and the delivery of quality service responsive to clients needs.

Functional Responsibilities

Under the direct supervision of the Director of CIOH, the Regional Programme Manager will actively follow up on business opportunities under his portfolio, enhance client contacts and ensure the supervision of the portfolio. This includes amongst others the following key functions:

  • Business Acquisition and growth
  • Client Services and organizational work ethics and culture
  • Portfolio Management

        Business Acquisition and growth

  • In close coordination with the director of CIOH , introduce UNOPS services and mandate through the establishment of a network of donors and partners;
  • Identify areas that will permit to position UNOPS as a key partner to the Government and donors, based on its expertise and experience;
  • Participate with development partners' discussions on the support to the countries and promote solutions that can be provided by UNOPS;
  • Build strategic partnerships with key stakeholders including UN agencies, Government and donors; - Identify areas of expansion and zones of intervention
  • Proactively seek, design, formulate and negotiate new projects where CIOH has relevant expertise and comparative advantage
  • With the support of the CIOH Partnership Unit , prepares concept notes/ proposals in domains identified with the partners
  • Assist CIOH Director in the negotiation for the most cost-effective and mutually beneficial terms for UNOPS services with prospective clients and partners.

      Client Services and organizational work ethics and culture

  • Focus on clients’ services, keeping them informed of portfolio progress. Provide oral and written periodic reports.
  • Actively interact with clients to solicit feedback and gauge client satisfaction.
  • Model behavior of professional and personal ethics, transparency and openness, to gain respect and similar behavior of colleagues in the workplace

        Portfolio Management

  • Perform as designated Regional Programme Manager, managing all aspects of the programme to ensure most efficient and effective operation configuration and resource allocation
  • Supervise a team of support staff within the programme dedicated to the delivery of the portfolio.
  • Participate, in representation of all programs/projects, in joint UN planning exercises such as UNDAF.
  • Act as security focal point for the regional office and maintain close contact and collaboration with the relevant UN organizations in South Africa and the project countries.
  • Analyse current and potential portfolio. Prepare work plan for managing major projects in his/her portfolio. Review and comment on operational aspects of proposed project, analyse implementation approaches for soundness, feasibility and cost implications.  Establish priorities, targets and performance standards for each client within team office business plan. Execute business plans. Establish measurable long/short term targets and monitor progress to measure performance.
  • Actively work with clients on proposed projects, implementation plans, cost implications, especially with regard to management arrangements, staffing requirements and office set up.
  • Interact with internal clients and project managers to integrate and harmonise approaches.
  • Actively participate in the relevant practice groups and liaise with the practice advisors.

  • Identifies country needs and strategies using a fact-based approach;
  • Sets performance standards, monitors progress and intervenes at an early stage to ensure results are in accordance with agreed-upon quality and timeframes and reports on it;
  • Makes use of a variety of resources within UNOPS to achieve results, such as cross-functional teams, and collaborative funding approaches;
  • Ensures the integration of UNOPS's strategic concern in interagency, other multilateral initiatives and multi-sectoral development frameworks
  • Ensures the full implementation of the Office and Financial Resources to achieve results.

  • Thorough knowledge of UNOPS, policies and procedures as related to portfolio management in areas of procurement, HR and finance and ATLAS would be a strong asset.
  • Strong knowledge of MS – Excel, Word and PowerPoint would be a strong asset.
  • Strong knowledge of MS-Project would be a strong asset.
  • Experience in Finance reporting and budgeting in UN system, European Union and other international organizations would be a strong asset.
  • Thorough knowledge of UNOPS accounting standards (UNSAS and IPSAS)
  • In addition to UN/UNOPS core values/competencies, ability to translate and apply business acumen and technical expertise and thorough knowledge of operations, to plan business acquisition and growth; and to direct operations of larger more complex operations.
  • Ability to recognise and seize potential market opportunities and challenges and to take timely and independent decisions to meet goals and objectives.

Education/Experience/Language requirements


Advanced University degree in Business Administration, Public Administration, Economics or related field or a Bachelor degree in Business Administration, Public Administration, Economics or related field  with 2 additional  relevant working experience


At least 11 years progressively responsible experience in project management from the private sector or international organizations. Proven experience in international business environments, including leading roles in business development and stakeholder management/communication Good knowledge of major donors policies(EU, IFIs, bilateral) and of funding priorities.

UNOPS previous experience will be an asset

Prince II – foundation certification, would be an asset.

Language Requirements:            

Fluency in oral and written English is required. French would be a significant asset.

Contract duration: 6 months renewable subject to performance and availability of funds
