Job description

Nisga’a Data Systems, LLC (NDS), a subsidiary of Goldbelt, Inc. an 8(a) Alaska Native Corporation, provides a full spectrum of systems and network engineering services, which include systems and network analysis, design, and implementation, and also an array of managed services. NDS has distinguished itself as an industry leader in redefining technical solutions for the federal government and our nation’s military.

There is a requirement to provide SGI coordinators to the U.S. Embassies of SGI Partner Countries: Embassy Abuja. The Embassies are experiencing a surge in activity following the signing of their respective Joint Country Action Plans (JCAP) which will result in a significant increase in security assistance programming in-country. Current staffing levels at the Embassies are not sufficient to manage the workload associated with these activities, which are expected to increase considerably as more activities are implemented.

Due to the wide range of duties the contractor is expected to perform, specifically support to national-level engagement, and defense, interior, and justice ministries.

The contractor will serve as a SGI coordinator in Embassy Abuja, working with the Embassy and partner nation to facilitate implementation of security assistance under SGI. The Partner nation assistance is directed primarily at the national-level (i.e., Office of the Presidency) and the Ministries of Defense, Interior, and Justice.

The Contractor may be required to provide labor, additional logistical support supplies and services for unplanned requirements in order to ensure a timely response to the ever changing security assistance program requirements and regional events. This support fulfills requests for urgent and emergency situations outside of standard and routine requirements.

Position Duties:

  • Assist Embassy Abuja and the Department of State, Bureau of African Affairs, Office of Security Affairs/SGI (AF/SA/SGI) to manage the implementation of the “end states” defined in the JCAP and all associated activity related to SGI.
  • Track and report weekly to SGI Office and Embassy Country Team on progress made during the implementation of the JCAP, including status of activities, objectives, end states, and obstacles to completing tasks and upcoming events.
  • Track and report on status of all SGI project plans, tied to JCAP objectives to SGI Office.
  • Provide recommendations to address emerging requirements to accomplish JCAP objectives and end states and make recommendations for sustainable improvement to program.
  • Collect, track, and report to SGI Office all anticipated and expended costs associated with SGI implementation.
  • Serve as a liaison between Embassy Abuja and the Government of Nigeria (GON) SGI POC to inform and coordinate on SGI-related issues and activities.
  • Provide updates to SGI POC on SGI activities monthly, or as requested. Monthly updates shall include current information on SGI activities, identification of existing or emerging concerns, and recommending solutions for improved implementation of SGI.
  • Facilitate meetings between SGI POC, the U.S. Embassy, the U.S. Head of Delegation, and others as required on a monthly or quarterly basis.
  • Prepare SGI POC for upcoming SGI activities by communicating requirements for appropriate personnel, conveying expectations for engagement, informing of advance preparation required, compiling relevant GON documents needed for activity, and informing them of Leahy vetting requirements.
  • Facilitate interaction between SGI POC and SGI implementer during activity, informing Embassy and SGI Office of any concerns.
  • Follow-up with SGI POC after engagement, communicating any questions/feedback to the implementer and SGI Office.
  • Support the various GON ministries and agencies to plan administrative aspects of SGI assistance.
  • Prepare ministries for upcoming SGI activities by communicating requirements for appropriate personnel, conveying expectations for engagement, informing of advance preparation required, compiling relevant GON documents needed for activity, and informing them of Leahy vetting requirements.
  • Facilitate interaction between ministries and SGI implementer during activity, informing Embassy and SGI Office of any concerns.
  • Follow-up with ministries after engagement, communicating any questions/feedback to the implementer and SGI Office.
  • Assist Embassy Abuja to coordinate with the GON on the administrative aspects of SGI programming.
  • Identify and reserve meeting space for Steering Committees and program activities.
  • Draft agendas, talking points, and joint communiques.
  • Assist with the flow of information between AF/SA/SGI, Embassy Abuja, and GON.
  • Organize and participate in weekly calls with the SGI Office.
  • Submit weekly situation reports to SGI Office, Embassy representatives and U.S. Head of Delegation.
  • Organize and participate in monthly meetings with USG stakeholders
  • Organize regular calls with GON SGI points of contact and USG stakeholders, including preparing agenda, invitations, IT connections, and circulating meeting notes.
  • Collect, inventory, and disseminate After Action Reports (AARs) from SGI implementers following each activity
  • Assist with all administrative and logistical duties in support of USG TDY travelers, before travel and while in country to include:
  • Compile Country Clearances
  • Share visa requirements
  • Complete required security training
  • Compile fiscal data/fund cites for ICASS/motorpool or other fees
  • Coordinate hotel reservations, local transport/motorpool, airport expeditors
  • Support the Public Affairs Office on media engagements pertaining to SGI.
  • Reports to Embassy Country Team representative.
  • Other duties as assigned.

Necessary Skills and Knowledge:

  • At least five (5) years working in Africa with a minimum of three (3) years of experience in sub-Saharan Africa
  • At least three (3) years with experience working with the security sector
  • Demonstrated prior professional experience requiring excellent communications skills, both verbal and written including helping foreign governments with the creation of presentations, talking points, and official documents.
  • Some college education or degree preferred.
  • 5 years of professional work experience; with 3+ years demonstrated experience with the U.S. interagency, working with foreign governments or partners, international organizations, non-government organizations, and/or military; and 1+ year project management experience.
  • Level IV (Fluent) English language proficiency, both oral and written, is required.
  • Job Knowledge: writing reports, monitoring and evaluation, and familiarity with U.S. interagency.
  • Must be able to represent the USG in an authoritative manner. Excellent management, interpersonal, and teamwork skills, especially in multicultural settings. Microsoft Windows applications and basic budgeting skills are necessary. Successful candidate will demonstrate resourcefulness and ability to work well independently.
