Mercy Corps currently has 27 active peace and conflict programs in 15 countries.

In Nigeria, Mercy Corps’ conflict management and C/PVE programs are focused on reducing violence in target Middle Belt states between farmer and pastoralist communities, and preventing youth from joining extremist groups in North East of Nigeria.

PURPOSE / PROJECT DESCRIPTION:
Currently Mercy Corps implements two conflict management programs working in the Middle Belt and the Northeast of the country:

  • “Engaging Communities for Peace in Nigeria” (ECPN) – a four-year USAID-funded project, one of the objectives of which is to improve the technical capacity of selected Northeast CSOs to deliver high-quality peacebuilding programming that meets USAID and other international development partners’ expectations;
  • “Supporting Harmonious Association, Religious Participation and Engagement for Northern Nigeria” (TARE) – a three-year GHR-funded project, one of the objectives of which is to build the capacity of religious leaders to engage communities of similar and different faiths on issues of peace, conflict and social cohesion as well as facilitate a dialogue process aimed at reconciliation efforts by religious leaders.

To ensure successful implementation of the two programs a comprehensive training program to build negotiation and mediation skills for a group of trainers is required. The training should incorporate main Interest-Based Negotiation (IBN) approaches and tools as well as methodologies utilized to manage identity-based conflicts. The ToT will be followed by a feedback session to further improve the trainers’ skills as well as facilitation of a dialogue session among high-level religious leaders from Plateau and Kaduna states as part of the TARE project.

CONSULTANT OBJECTIVES: The Consultant will be responsible for the adaptation of the training materials and subsequently conducting a Trainer of Trainers (ToT) workshop for the conflict management program staff, partner Civil Society Organizations (CSOs), and religious leaders on IBN as well as other conflict management methodologies to address identity-based conflicts. The second phase of the consultancy includes a follow on feedback session for the participants of the ToT and facilitating an interreligious dialogue meeting with high-level leaders in one of the Middle Belt states.

CONSULTANT ACTIVITIES:

  • Conduct a review of current IBN materials used by the Mercy Corps Nigeria team, including case studies and simulations.
  • Work closely with the conflict management project managers to review and adapt the training curriculum to ensure it builds all the necessary skills for the ToT participants to conduct step-down trainings and engage in negotiation and mediation initiatives addressing various types of conflicts.
  • Expand the current syllabus and training materials to capture methodologies and tools used to manage identity-based conflicts such as ethnic and religious conflicts. The latter should include following segments:
    • Understanding the challenges of identity-based conflicts
    • Bridging the identity-based divides with a four-step method
    • Managing emotions, yours and theirs
    • Dealing with difficult behavior
    • Persuasion tools in identity-based conflicts
    • Active listening and advanced communication skills
    • Process design and facilitation skills
  • Provide selection criteria for a cohort of participants to attend the ToT workshop.
  • Conduct a ToT for a cohort of selected trainers to build their capacity to conduct step-down trainings and engage in conflict management initiatives addressing various types of conflicts in the Middle Belt and North East of Nigeria.
  • Adopt an effective facilitation approach that creates an inclusive and learning environment for the participants at the ToT workshop.
  • Provide feedback to the trainers regarding their training and technical skills during the first step-down trainings and create personal and professional plans aimed at improve their training skills and understanding of the negotiation/mediation methodologies.
  • Liaise with the conflict management team to review the current dispute resolution practices within the current and previous programs and provide recommendations on addressing identified challenges.
  • Provide a framework for coaching and mentoring sessions by project teams to support negotiation and conflict management initiatives carried out by project participants and ensure effective tracking of dispute resolution progression and procedural challenges.
  • Provide regular technical support to the trainers throughout the contractual period to further clarify any dispute resolution approaches, procedures, and practices to be mastered by the trainers.
  • Develop recommendations as to the process of conducting a dialogue session for high level religious leaders resulting in a work plan for follow on interfaith activities.
  • Facilitate the dialogue session for high level religious leaders and ensuring that a realistic work plan for follow on interfaith activities is developed.

CONSULTANT DELIVERABLES AND TIMELINE:

The period of this consultancy is a maximum of 28 days for Phases 1 and 2, and 8 days for Phase 3 including travel, preparation and training (total of 36 days). The assignment will require a combination of in-country and home based working days and can be non-continuous. The following is an indicative timeframe:
